and moved its adoption:
RESOLUTION NO. 71 -90
RESOLUTION APPROVING PLANNING COMMISSION APPLICATION
NO. 70066 REGARDING REZONING A PARCEL LOCATED ON THE
WEST SIDE OF RUSSELL AVENUE NORTH AT 53rd AVENUE NORTH
FROM R -1 to R -4
WHEREAS, the City Council considered Planning Commission Application
No. 70066 on March 8, 1971 and on April 26, 1971; and
WHEREAS, the proposed R -4 zoning comprehends 1 -1/2 story apartment
dwellings which is consistent with Comprehensive Plan recommendations to
permit up to 1 -1/2 story apartment buildings at a density of no more than twelve
units per acre within the southeast neighborhood; and
WHEREAS, the subject parcel is located within 650 feet of a series of
collector streets commencing at 53rd and Penn Avenues North which is con-
sistent with Comprehensive Plan recommendations to locate multiple dwellings
proximate to collector or arterial streets; and
WHEREAS, the subject parcel is therefore located such that the multi
family dwelling will be adequately served by collector streets and not over-
burden local residential streets; and
WHEREAS, the subject property is located at such a manner as to be
surrounded on three sides by park land and is thus consistent with the
Comprehensive Plan recommendation to locate multiple units in proximity to
natural areas such as major parks; and
WHEREAS, the proposed 1 -1/2 to 2 story R -4 dwellings are compatible
with the existing R -2 zone on the east side of Russell Avenue North relative to
height, bulk and setback; and
WHEREAS, the multi family development will be consistent with Compre-
hensive Plan recommendations to provide rental living units within the south-
east neighborhood; and
WHEREAS, the narrow dimension and the isolated aspect of the subject
property make single family housing development relatively impractical; and
WHEREAS, it is determined by the City Council that development of
multi family residence will not interfere with the use and enjoyment of other
properties in the area;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center, Minnesota that Application No. 70066 submitted by Village
Builders be approved.

The motion for the adoption of the foregoing resolution was duly seconded
by member John Leary and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, John Leary, Howard
Heck and Theodore Willard;
and the following voted against the same: Vernon Ausen
whereupon said resolution was declared duly passed and adopted.
