HomeMy WebLinkAbout1971-010 CCR Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 71 -1Q RESOLUTION AMENDING THE SCHEDULE OF RATES AND FEES FOR THE USE OF AND CONNECTION TO THE SANITARY SEWER SYSTEM OF THE CITY OF BROOKLYN CENTER WHEREAS, a municipal Public Utilities Department exists for the purpose of providing and maintaining water and sanitary sewer facilities for the citizens of the City of Brooklyn Center; and WHEREAS, it is a requirement of the City Charter that the Public Utilities Department be a self- sustaining entity through revenue provided by a uniform schedule of rates and fees; and WHEREAS, upon achieving a reduction in Minneapolis sewage charges, the City Council of the City of Brooklyn Center did by Resolution No. 67 -263 adopted August 21, 1967 amend the schedule of rates and fees for the use of and connection to the sanitary sewer system by reducing the residential customer quarterly rate from $4.50 to $3.75; and WHEREAS, the Metropolitan Sewer Act, Chapter 449, 1969 Session Laws, State of Minnesota, provides that on or before January 1, 1971 the Metropolitan Sewer Board shall assume ownership and operation of all existing interceptors and treatment works needed to implement the Metropolitan Council's comprehensive plan for the collection, treat ment and disposal of sewage in the metropolitan area; and WHEREAS, the City of Brooklyn Center's share in the cost allocation of the 1971 Metropolitan Sewer Board budget is 4.3 times greater than the 1970 disposal costs paid to the City of Minneapolis; and WHEREAS, the City Manager and the Director of Public Works have recommended that such an increase in costs requires an increase in the schedule of sanitary sewer rates and that the new rate schedule be set at a "break even" level which will avoid annual fluctuations in rates; and WHEREAS, consistent with Chapter 11 of the Brooklyn Center Charter, the City Council on January 18, 1971 conducted a public hearing at which an opportunity was afforded all interested citizens to be heard; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that the schedule of sanitary sewer rates and fees be amended and adopted as follows: RESOLUTION NO.71 -110 AMENDED SEWER DIVISION RATE SCHEDULE (Effective January 31, 1971) Residential: Quarterly Rate Single family, double bungalows, duplexes and town houses $8.75 /unit Apartments $6.15 /unit Non Residential: Water meter $0.44/1,000 gallons multiplied by the metered water consumption. All uses without water meter $0.60 per fixture -unit* Fees: 1. Permit Fee $5.00 /connection 2. Connection Fee $10.00 /connection *Fixture -unit as defined by City of Minneapolis Plumbing, Water Gas Piping Ordinances (1959) BE IT FURTHER RESOLVED that the above amended schedule of sanitary sewer rates and fees become effective with the January 31, 1971 billing.
