and moved its adoption:
RESOLUTION NO. 71 -15
RESOLUTION AUTHORIZING SNOWMOBILE TRAILS AND OPERATIONS
IN CERTAIN CITY PARKS
WHEREAS, the Snowmobile Ordinance generally prohibits operation
of snowmobiles in City parks; and
WHEREAS, Section 23 -903 (3) of said Ordinance provides a pro-
cedure through which snowmobile operations may be expressly permitted
in certain City parks; and
WHEREAS, the City Council has sought recommendations from the
Park Recreation Commission and the Conservation Commission relative
to the snowmobile trails and operations in City parks; and
WHEREAS, the Conservation Commission on October 8, 1970, and
the Park Recreation commission on November 18, 1970, recommended
that snowmobile operations be expressly prohibited in the Palmer Lake
Basin; and
WHEREAS, at its meeting of December 7, 1970, the City Council
deferred any action on the prohibition of snowmobile operation in the
Palmer Lake Basin until members of the Advisory Commission, a repre
sentative Snowmobilers Committee, and the City Council could inspect
the Palmer Lake Basin to observe any environmental damage and to
gather any additional facts toward making a decision on the use of
the Palmer Lake Basin for snowmobiling; and
WHEREAS, subsequently, a proposed snowmobile trail system for
Palmer Lake Basin was developed, as a means to accommodate snowmobile
recreational activity on certain specified trails in the Palmer Lake
Basin, while at the same time providing for the protection of the
ecology and environment of the area;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City
of Brooklyn Center, Minnesota, that this resolution shall supersede
the provisions of Resolution No. 70 -23, and permit snowmobiles to be
operated subject to other terms and provisions of Chapter 27 of the
Ordinances in the following areas:
1) In Central Park (excluding Garden City Park).
2) In the Palmer Lake Park Basin on Trails #1, 2, 3, 4, 5,
6 7, as described and set forth on a map on file in
the office of the City Engineer, and as marked in the
field.

3) Within Shingle Creek and the contiguous City owned
space between Palmer Lake and County Road 10.

The motion for the adoption of the foregoing resolution was duly
seconded by member Howard Heck and upon vote being taken
thereon, the following voted in favor thereof: Philip Cohen,
John Leary, Vernon Ausen, Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
