HomeMy WebLinkAbout1971-027 CCR Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 71-27 RESOLUTION CREATING A BROOKLYN CENTER YOUTH ADVISORY COMMISSION AND DEFINING DUTIES AND RESPONSIBILITIES THEREFOR WHEREAS, the Brooklyn Center City Council has discerned the need for a vehicle through which the problems and concerns and interests of youth could be expressed and possibly resolved; and WHEREAS, on December 15, 1969 the City Council authorized implementation of the Mayor's proposal to establish a Youth Organization Steering Committee to study and recommend upon the matter; and WHEREAS, on June 1, 1970 the City Council adopted Resolution No. 70 -65 formally establishing a Youth Organization Steering Committee, prescribing terms of appointment and membership and functions to be performed by the Steering Committee; and WHEREAS, the initial meeting of the Youth Organization Steering Committee was held on July 8, 1970 and successive meetings were held for the purpose of evaluating various plans of action; and WHEREAS, on August 10, 1970 and October 19, 1970, the City Council authorized time extensions for submission of the Youth Organization Steering Committee's report and recommendations; and WHEREAS, on February 8, 1971 the Youth Organization Steering Committee presented to the City Council a resolution recommending provisions for the establishment of a Youth Advisory Commission; and WHEREAS, it was the majority action of the City Council to accept the recommendations of the Youth Organization Steering Committee and to direct the implementation of those recommendations: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that there is hereby established a Youth Advisory Commission as follows: RESOLUTION NO. 71 -27 Subdivision 1. TITLE: This organization shall be know as the Brooklyn Center Youth Advisory Commission. Subdivision 2. SCOPE: The scope of this commission shall be advisory to the City Council and to other Brooklyn Center advisory commissions to the extent that matters relevant to the concerns and desires of youth are of a mutual concern. Subdivision 3. PURPOSE: The general purpose of this commission is to aid and advise the City Council with regard to youth matters and to act as a liaison between community youth and adults. Subdivision 4. DUTIES AND RESPONSIBILITIES: In fulfillment of its purpose, the duties and responsibilities of the commission shall be to: (a) Conduct an informational program to increase the awareness of the public regarding youth matters. (b) Provide information to and coordination with youth serving organizations and public and private schools serving the City of Brooklyn Center. (c) Continuously survey and be receptive to expressions of youth needs in the City of Brooklyn Center and recommend ways of meeting these needs. Subdivision 5. COMPOSITION: The commission shall be composed of twelve youths (14 to 20 years of age) and three adults, all of whom shall be appointed and serve as set forth in Subdivision 6. Subdivision 6. MEMBERSHIP SELECTION QUALIFICATIONS TERMS OF OFFICE: Method of Selection: At least one youth member shall be appointed from each public school district and at least one youth member shall be appointed to represent private schools serving youth in Brooklyn Center. All adult members shall be appointed on an at -large basis. Appointinq Authority: Members of the commission shall be appointed by the Mayor upon a confirming majority vote of the City Council. Candidacies of prospective appointees shall be reviewed by incumbent members of the commission which will forward appointment recommendations to the Mayor. RESOLUTION No. 71 -27 Members Terms of Office: Youth members of the commission shall be appointed for terms of two years and adult members for terms of three years, except that any person appointed to fill a vacancy created prior to the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such term. Upon expiration of his term of office, a member shall continue to serve until his successor is appointed. Terms of office shall expire on March 31. Initial Appointment: The first commission shall become effective April 1, 1971 and shall consist of six youths appointed for one year terms, six youths appointed for two year terms, one adult appointed for a one year term, one adult appointed for a two year term, and one adult appointed for a three year term. Initial appointment recommendations shall be made to the Mayor by the Youth Organization Steering Committee prior to March 8, 1971. Vacancies Resignations Removals from Office: Commissioners may resign voluntarily or be removed from office by the Mayor upon confirming majority vote of the Council. Vacancies within the commission shall be filled by the Mayor upon the recommendation of the commission and upon approval by a majority vote of the City Council. Qualifications for Membership: Youth members of the commission shall be residents of the City of Brooklyn Center while serving on the commission. Compensation: Commissioners shall serve without compensation. Subdivision 7. COMMISSION OFFICERS: Chairman: Members of the commission shall elect from its membership a Chairman who shall serve for terms of one year, the first such term to expire March 31, 1972. The Chairman may be removed and replaced upon majority vote of the commission membership. The Chairman shall assure fulfillment of the following responsibilities in addition to those otherwise described herein: (a) Preside over meetings of the commission; (b) Appear, or appoint a representative to appear, before all City .adkisory commissions, as well as the City Council, to present the viewpoints of the commission on matters pertaining to youth; RESOLUTION NO 71 -27 (c) Review all City Council and all advisory commission agendas and minutes and inform Youth Advisory Commission members of matters therein pertaining to or having an effect on youth interests; (d) Provide liaison with other governmental and volunteer agencies regarding matters of youth interest. VICE-CHAIRMAN: The Chairman shall appoint a Vice Chairman with the consent of the commission membership. The Vice Chairman shall hold said position at the pleasure of the Chairman and shall perform such duties as may be assigned by the Chairman, and shall assume the chair in the absence of the Chairman. Secretary: The Chairman shall appoint a commission Secretary with the consent of the commission membership. The Secretary shall hold said position at the pleasure of the Chairman and shall perform such duties as may be assigned by the Chairman. Subdivision 8. RULES AND PROCEDURES: The commission may adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business. Subdivision 9. MEETINGS: The initial meeting of the commission shall be convened at the call of the Chairman of the Youth Organization Steering Committee during the month of April 1971. Thereafter, regular meetings shall be held with date and time to be determined by the commission. Special meetings may be called by the Chairman upon three days notice to the membership. All meetings shall be open to the public.
