and moved its adoption:
RESOLUTION NO. 71 -47
RESOLUTION :OPPOSING ADOPTION OF HOUSE FILE 54
RELATIVE TO ABOLITION OF THE TOWNSHIP SYSTEM OF
POOR RELIEF IN HENNEPIN COUNTY
WHEREAS, the Township System of Poor Relief in Hennepin County
has over the year proved capable of serving the needs for which intended;
and
WHEREAS, said Township System has been observed to be economically
yet fairly administered; and
WHEREAS, the County System of Poor Relief has been observed to
be always cumbersome, generally inefficiently administered, and frequently
failing to fairly accomplish its intent; and
WHEREAS, the abolition of the Township System of Poor Relief would
impose a sharply increased financial burden on the citizens of Brooklyn Center;
and
WHEREAS, the proposal to abolish the Township System of Poor
Relief represents another element in the piecemeal philosophy of transferring
obligations of the City of Minneapolis without total regard for the financial
problems of the suburbs:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Brooklyn Center as follows:
1. The City Council opposes the provisions of House File 54
which would abolish the Township System of Poor Relief in
Hennepin County and substitute in its stead the County
System of administering poor relief.
2. The representatives of the people of Brooklyn Center are
herewith called upon to oppose such legislation as compre-
hended by House File 54.
