HomeMy WebLinkAbout1971-048 CCR Member John Leary introduced the following resolution and moved its adoption: RESOLUTION NO. 71 -48 RESOLUTION OPPOSING THE ADOPTION OF SENATE FILE 210 AND HOUSE FILE 122 REGARDING RESTRICTIONS ON LOCAL BOND ISSUES WHEREAS, the Minnesota Legislature has established a long and enviable tradition of fostering grass -roots participation in government through the home rule concept of local government; and WHEREAS, it is the observation of the Brooklyn Center City Council that the limiting provisions of Senate File 210 and House File 122 seriously infringe upon the home rule concept and the tradition of self determination; and WHEREAS, there is no apparent substantial evidence that municipal governments in Minnesota have engaged in unreasonable bond issue resub- mission practices: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center as follows: 1. The City Council opposes the provisions of Senate File 210 and House File 122 as a blanket infringement upon the con- cept of home rule and local self- determination. 2. The Representatives of the people of Brooklyn Center are herewith called upon to oppose the adoption of this legislation and the Clerk is hereby directed to transmit copies of this resolution to the aforementioned Representatives, to the Chairmen of the appropriate legislative committees, and to the Governor of the State of Minnesota. March 8, 1971 Date Mayor ATTEST: The motion for the adoption of the foregoing resolution was duly seconded by member Vernon Ausen, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Vernon Ausen and Howard Heck; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
