moved its adoption:
RESOLUTION NO.71 -52
RESOLUTION APPROVING AGREEMENT WITH BROOKLYN CENTER
POLICE ASSOCIATION AND SETTING 1971 POLICE SALARIES
WHEREAS, on December 21, 1970, the Brooklyn Center City Council
adopted Resolution No. 70 -244 setting wages and salaries for the year 1971; and
WHEREAS, provision was made in Resolution No. 70 -244 to defer setting
certain 1971 salaries until agreements were negotiated with certain personnel; and
WHEREAS, the City Manager and the Negotiations Committee of the
Brooklyn Center Police Association on March 3, 1971 arrived at a Tentative
1971 Compensation Agreement which was subsequently ratified by the Brooklyn
Center Police Association on March 9, 1971; and
WHEREAS, the Brooklyn Center City Council has reviewed the terms
of the Tentative Agreement and concurs therewith:
NOW, THEREFORE. BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota to approve the 1971 Compensation Agreement
between the City of Brooklyn Center and the Brooklyn Center Police Association
as follows:
1. The "top patrolman" classification, normally attainable
after three years of service with the Department shall be
paid at the base rate of $936 per month, and Sergeant and
Investigator classifications at the base rate of $1039 per month.
2. The City of Brooklyn Center shall provide a clothing and
uniform. allowance of $150 for uniformed sworn personnel
and $125 for non uniformed sworn personnel.
3. Terms No. 1 and No. 2 shall be instituted retroactive to
January 1, 1971.
4. The City of Brooklyn Center agrees to implement a salary
continuation plan relative to on -the -job injuries. The salary
continuation plan shall provide that the qualified sworn
officer sustaining a disabling on- the -job injury shall be paid
the normal salary for his job classification, including college
incentive, commencing on his eleventh scheduled workday
after such injury and continuing until his seventieth scheduled
workday, after such injury or until such injury is healed,
whichever occurs sooner. The provisions of the salary
continuation plan shall be available only to a sworn police
officer who incurs an on- the -job injury to the extent that
he is not physically able to perform police duties and that
he consequently qualifies for and receives workman's

compensation benefits. Workman's compensation benefits
received by the injured officer during the term of his parti-
cipation in the salary continuation plan shall be paid to the
City of Brooklyn Center.
The City Manager is hereby directed to implement the terms of the proposed
agreement.
BE IT FURTHER RESOLVED to amend Resolution No. 70 -244 as follows:

The motion for the adoption of the foregoing resolution was duly seconded by
member Vernon Ausen, and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, john Leary, Vernon Ausen,
Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
