and moved its adoption:
RESOLUTION NO. 71 -54
RESOLUTION REQUESTING THE ESTABLISHMENT OF AN ADEQUATE
AND FAIR NATIONAL REVENUE SHARING SYSTEM
WHEREAS, the City Council of the City of Brooklyn Center observes the
need for a source of revenue that is not tied to the overburdened local property
tax base; and
WHEREAS, it is ascertained that a Federal revenue sharing program which
would return a portion of Federal revenues to local governments constitutes a
feasible and logical way of meeting this need; and
WHEREAS, the City Council contends that financial assistance through
Federal revenue sharing would finance essential programs and maintain the
viability of local government services; and
WHEREAS, the City Council asserts that the establishment of an adequate and
fair national revenue sharing program is a high priority issue confronting govern-
ment in Minnesota and the nation; and
WHEREAS, because of the relative urgency and high priority assigned to
a national revenue sharing system this City Council publicly commits itself to
actively support both a realignment and reallocation of national resources to
provide funds for revenue sharing:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center in the County of Hennepin and State of Minnesota to support
the concept of Federal revenue sharing with local governments and to urge the
elected representatives of the people of Brooklyn Center in the U.S. C ongre s s
to support and work for such legislation.

The motion for the adoption of the foregoing resolution was duly seconded by
member John Leary, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, John Leary, Vernon Ausen,
Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
