HomeMy WebLinkAbout1970-165 CCR Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION N0.70 -165 RESOLUTION REGARDING 1971 RATES OF TAXATION WHEREAS, the recent high rate of inflation has resulted in sharp upward adjustments in the assessed valuation of residential real estate; and WHEREAS, property valuations serve as the basis upon which various governmental mill rates are determined; and WHEREAS, property taxes are a function of the budgets which are adopted by respective school districts, Hennepin County, and the City of Brooklyn Center; and WHEREAS, development of governmental budgets on the basis of past mill rates or inflationary assessed valuation rather than on carefully studied needs of the citizens would result in tremendous increases in property taxes payable in 1971; and WHEREAS, it is obvious that the property tax is basically inequitable and regressive and beyond the means of older citizens attempting to live on retirement income, low income persons, and others living on relatively fixed incomes: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center as follows: 1. The Brooklyn Center City Council in conjunction with the Mayor's Association of Hennepin County encourages and petitions the school boards of Hennepin County to practice the utmost fiscal concern and restraint in the adoption of the succeeding years budget and that their concern for quality education be properly balanced against what citizens can afford. 2. The Brooklyn Center City Council in conjunction with the Mayor's Association of Hennepin County encourages and petitions the Hennepin County Board to practice the utmost fiscal concern and restraint in the adoption of its 1971 budget. 3. That the Brooklyn Center City Council and the Mayors of Hennepin County invite the school district officials to join in an organized effort to bring about legislative tax reform in the State of Minnesota and to provide more equitable means of taxation to assist in financing governmental and educational services. Resolution No. 70 -165 August 31, 1970 Date Mayor Clerk The motion for the adoption of the foregoing resolution was duly seconded by member Vernon Ausen, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Vernon Ausen Theodore Willard and Howard Heck; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
