and moved its adoption:
RESOLUTION NO. 70--23
RESOLUTION TEMPORARILY AUTHORIZING SNOWMOBILE OPERATIONS
IN CERTAIN CITY PARKS
WHEREAS, a recently enacted ordinance generally prohibits operation
of snowmobiles in City Parks; and
WHEREAS, Section 27 -903 (2) of said ordinance provides a procedure
through which snowmobile operations may be expressly permitted in
certain City Parks; and
WHEREAS, the City Council has sought recommendations from the
Park and Recreation Commission relative to snowmobile operation in
City Parks; and
WHEREAS, the Park and Recreation Commission on January 7, 1970,
recommended that snowmobile operations be expressly permitted in
Central Park and in the southern perimeter of Palmer Lake, south of
a line extending from Urban Avenue on the west to 70th Avenue on the
east; and
WHEREAS, at its meeting of February 2, 1970, the City Council
referred to the Brooklyn Center Conservation Commission for ecological
consideration the matter of operating snowmobiles in said Central Park
and Palmer Lake areas; and
WHEREAS, in the interim period while a snowmobile operational
policy is being developed relative to City Parks it is deemed fair and
desirable to permit the continuance of snowmobile operations in certain
City Parks:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Brooklyn Center, Minnesota, consistant with the provisions of
Section 27 -903 (2) of the City Ordinances, to permit snowmobiles to
be operated subject to other terms and provisions of the ordinance in
the following areas:
1. In Central Park (excluding Garden City Park).
2. In the southern perimeter of Palmer Lake south of a
line extending from Urban Avenue on the west to 70th
Avenue on the east.
3. Within Shingle Creek and the contiguous City owed_ space
between Palmer Lake and County Road 10.

The motion for the adoption of the foregoing resolution was duly
seconded by member Vernon Ausen and upon vote being taken
thereon, the following voted in favor thereof: Philip Cohen,
John Leary, Vernon Ausen, Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was duly passed and adopted.
