moved its adoption:
RESOLUTION NO. 70 -31
RESOLUTION APPROVING INCINERATOR OPERATION RELATIVE
TO PLANNING COMMISSION APPLICATION NO. 69067
WHEREAS, United National Investors submitted Planning Commission
Application No. 69067 which was heard by the Planning Commission on January 8,
1970; and
WHEREAS, Application No. 69067 was first head by the City Council
at its meeting of January 19, 1970 at which time the City Council deferred action
on that portion of the application relating to the type of waste disposal system to
be utilized in the proposed Country Club Market; and
WHEREAS, Planning Commission Application No. 69067 was again considered
by the City Council at its meeting of February 16, 1970 at which time the following
facts were presented:
1. The proposed vertical multiple series chamber incinerator meets the
Minnesota Pollution Control Agency's ambient air quality standards and air
pollution control regulations.
2. The proposed vertical multiple series chamber incinerator meets the
air pollution abatement standards established by the City of St. Louis Park,
Minnesota, said standards commonly acknowledged as the most restrictive
in the State.
3. According to the equipment supplier the installation of a stationary
compactor container waste disposal system would cost $10,000 to $11,000
plus $60 waste hauling expense each 5 -7 days, while the vertical multiple
series chamber incinerator would cost $4800 plus a. monthly $35 cost for
interior maintenance.
4. There is no clear evidence that either disposal method is measurably
superior to the other as a pollution control device; and
WHEREAS, it was directed that a draft resolution be prepared relative to the
waste disposal device proposed for a new Country Club Market in Northbrook Shop-
ping Center:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota to complete action relative to Planning Commission
Application No. 69067 by approving the installation of a proposed vertical multiple
series chamber incinerator as a waste disposal device for a proposed Country Club
Market at Northbrook Shopping Center.

The motion for the adoption of the foregoing resolution was duly seconded by
member Vernon Ausen and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, Vernon Ausen, and Theodore Willard;
and john Leary;
and the following voted against the same: Howard Heck;
whereupon said resolution was declared duly passed and adopted.
