moved its adoption:
RESOLUTION NO. 70 -65
RESOLUTION ESTABLISHING YOUTH ORGANIZATION
STEERING COMMITTEE
WHEREAS, the Brooklyn Center City Council recognizes the need for
youth to express the concerns and advice of Brooklyn Center youth to the
City Government; and
WHEREAS, the City Council on December 15, 1969 officially approved
the concept of a "Teen Council" proposal; and
WHEREAS, the City Council has since discussed several approaches
providing an organizational structure for an advisory youth group; and
WHEREAS, young citizens of Brooklyn Center have already indicated
through recommendations from school officials and from individual Councilmen
that they would be willing to serve on a youth organization steering committee;
and
WHEREAS, certain youth- serving adults have indicated that they would
be willing to also serve on such a steering committee:
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Brooklyn Center to establish a Youth Organization Steering Committee as
follows:
1. Membership Composition
a. The Committee shall include not more than 20 members
between the ages of 13 and 20 years, with due con
sideration given to geographical distribution throughout
the community.
b. The Committee shall include not more than 7 adult
members.
c. All appointments to the Committee are limited in
duration to the life of the Steering Committee.
2. Method Of Appointment
a. All youth members and not more than 3 adult members
shall be appointed by the Mayor with majority confir-
mation by the City Council.
b. No more than 4 adult members shall be assigned by the
City Manager as City Staff liaison to the Committee from
the Park Department, Police Department and Administrative
Office

3. Initial Meeting
a. The Mayor shall call the first meeting of the Steering
Committee and shall preside as the acting chairman
thereof.
b. On or after the initial meeting, the Mayor is authorized
to appoint any member of the Steering Committee as
Committee Chairman.
4. Rules and Procedures
a. The Committee may adopt such rules and procedures as
may be necessary for the proper execution and conduct
of its business.
5. Functions of Steering Committee
a. Identify and define any major problems that are exclusive
to youth.
b. Study and recommend effective means of providing communication
between adults and youth regarding youth problems.
c. Examine various forms of youth forums in other communities
and recommend a youth organization structure for Brooklyn Center.
d. Take into consideration during its deliberations the specific
character of the community of Brooklyn Center, i.e.
four different school districts, extent of existing recreation
system, community attitude, etc.

a. Within 30 days after the initial meeting of the
Committee, it shall render a report to the City Council
indicating the progress to date and the estimated amount
of time to complete its functions.

The motion for the adoption of the foregoing resolution was duly seconded by
member Theodore Willard and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, John Leary, Vernon Ausen,
Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
