moved its adoption:
RESOLUTION NO. 69 -148
RESOLUTION SUPPORTING HOUSE FILE NO. 1702 RELATING TO
THE REGULATION OF HAND GUNS
WHEREAS, numerous public opinion polls conducted nationally and
statewide have repeatedly indicated an overwhelming public desire for meaningful
weapons control; and
WHEREAS, it seems that a need exists for legislation providing reasonable
control over the use and possession of hand guns ins order to protect the health,
safety and general welfare of the people of the State; and
WHEREAS, the protection of the public welfare through enactment of
meaningful and reasonable weapons control has to date been subordinated to the
private interests of a vocal minority which conflictingly twits itself as favoring
effective crime control; and
WHEREAS, House File No. 1702 features reasonable controls over the
carrying of hands guns within a municipality; and
WHEREAS, House File No. 1702 specifically and rightfully provides
for the enactment of more restrictive controls by local municipalities as their
respective circumstances may require:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center, Minnesota as follows:
1. The City Council supports and urges the adoption of meaningful
and reasonable hand gun controls as generally embodied in House File No. 1702
and the representatives of the people of Brooklyn Center in the Senate and House
of Representatives are herewith urged to work for the adoption of this legislation.
2. The City Council urges the Governor of the State of Minnesota to
veto any legislation which would propose to preempt local enactment of more
restrictive weapons control laws.
3. The City Clerk is hereby directed to transmit copies of this resolution
to the Governor of the State of Minnesota, Representatives of the 32nd Legislative
District, and the Chairmen and members of the appropriate legislative committees.

The motion for the adoption of the foregoing resolution was duly seconded by
member Theodore Willard and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Leary, Earl Rydberg,
Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
