Member Howard Heck introduced the following resolution
and moved its adoption:
RESOLUTION NO. 69 -78
RESOLUTION CLARIFYING REPEAL OF CHAPTER 34 OF THE
CITY ORDINANCES ENTITLED "INDUSTRIAL DEVELOPMENT
COMMISSION"
WHEREAS, the Brooklyn Center Chamber of Commerce has been formed
since the creation of the Industrial Development Commission; and
WHEREAS,one of the purposes of the Chamber of Commerce is to promote
business development within the community and to attract new business in
Brooklyn Center; and
WHEREAS, the Industrial Development Commission was charged with
somewhat the same responsibility; and
WHEREAS, a number of Industrial Development Commission members
were also members of the Chamber of Commerce, thus duplicating effort; and
WHEREAS, the Chamber of Commerce has greater financial resources
and flexibility than an appointed City commission; and
WHEREAS, some of the duties performed by the Commission, such as
compiling information on utilities, City services, transportation,, City codes,
master planning, etc., can be handled by the City Administrative staff; and
WHEREAS, almost all the available land zoned for industrial use is in
the hands of developers, thus lessening the need for promotion by the Commission:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, to hereby and herein clarify the repeal of Chapter
34 "INDUSTRIAL DEVELOPMENT COMMISSION" of the City Ordinances.

The motion for the adoption of the foregoing resolution was duly seconded by
member Earl Rydberg and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, Earl. Rydberg, Howard Heck and
Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
