HomeMy WebLinkAbout1968-232 CCR1 Councilman Howard Heck introduced the following resolution in writing and moved its adoption. Said resolution was read in full as follows: RESOLUTION NO. 68 -232 RESOLUTION DETERMINING TO ISSUE BONDS TO PROVIDE MONEY FOR VARIOUS MUNICIPAL PURPOSES PROVIDING FOR AN ELECTION AND DIRECTING NOTICE WHEREAS, the City of Brooklyn Center is in need of the following municipal facilities: a fire station, a street equipment garage, a municipal building, a recreation building, to include swimming facilities and various park improvements, at a total cost of approximately $2,250,000, and WHEREAS, under Section 7.13 of the home rule charter of the Council is authorized to issue and sell obligations in accordance with law provided that, except in the case of obligations for which an election is not required by charter or state law, obligations may not be issued and sold without the approval of a majority of the registered voters of the city voting on the question, and WHEREAS, the Council is advised that voters must be permitted to vote separately on each issue of bonds for a separate purpose after adoption of a resolution of expectancy stating the amount and purpose of such bonds. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Brooklyn Center, Minnesota, as follows: 1. It is hereby determined that it is necessary and expedient to borrow money and issue the negotiable coupon bonds of the city for the pur- pose of providing money for acquisition and betterment of a civic center, said bonds to be in the total principal amount of not to exceed $1,482,000 and to mature serially as shall be hereafter determined by the council. 2. It is hereby determined that it is necessary and expedient to borrow money and issue the negotiable coupon bonds of the city for the purpose of providing money for acquisition and betterment of public buildings for municipal services including storage of street and fire equipment, said bonds to be in the total principal amount of not to exceed $472,000 and to mature serially as shall be hereafter determined by the council. 3. It is hereby determined that it is necessary and expedient to borrow money and issue the negotiable coupon bonds of the city for the purpose of providing money for acquisition and betterment of parks and playgrounds, said bonds to be in the total principal amount of not to exceed $296,000 and to mature .serially as shall be hereafter determined by the council. 4. A special election is hereby called to be held at the time and polling places of the regular municipal election, the 5th day of November, 1968, for the purpose of submitting to the voters of the city the following questions: RESOLUTION NO. 68 -232 83 1. SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $1,482,000 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF A CIVIC CENTER? 2. SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $472,000 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF PUBLIC BUILDINGS FOR MUNICIPAL SERVICES INCLUDING STORAGE OF STREET AND FIRE EQUIPMENT? 3. SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $296, 000 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF PARKS AND PLAYGROUNDS? 5. The city clerk shall cause printed blue colored ballots to be pre- pared and distributed which shall set forth the propositions to be voted in substantially the following form: OFFICIAL BALLOT Special Election City of Brooklyn Center, Minnesota November 5, 1968 SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $1,482,000 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF A CIVIC CENTER? YES NO 1 1 RESOLUTION NO. 68 -232 SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $472, 000 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF PUBLIC BUILDINGS FOR MUNICIPAL SERVICES INCLUDING STORAGE OF STREET AND FIRE EQUIPMENT? YES NO SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $296,000 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF PARKS AND PLAYGROUNDS? YES NO INSTRUCTION TO VOTERS: Voters desiring to vote in favor of any of said propositions make a cross mark (X) in the square opposite the work YES. Voters desiring to vote against any of said propositions make a cross mark (X) in the square opposite the word NO. PLEASE VOTE ON ALL PROPOSITIONS 6. The city clerk shall also cause proper ballot labels or marking devices to be placed on voting machines and provide for use of such machines in accordance with law and shall provide necessary forms for absentee voting on said questions. 7. The city clerk shall cause notice of election to be given by publication in the official newspaper once not less than two weeks prior to the election and by posting in one of the most public and con- spicuous places in each precinct. A sample ballot shall also be published one week prior to the election and posted in the office of the city clerk. 8. The Council shall meet at the Council Chambers in said city on Tuesday, the 5th day of November, 1968, at 8 :00 o'clock P. M. for the purpose of canvassing the vote and determining the results of said election and taking such further action as the council may deem suitable. I 1 RESOLUTION NO. 68 -232 ATTEST: September 30, 1968 Date Mayor Clerk The motion for the adoption of the foregoing resolution was duly seconded by Councilman Theodore Willard, and upon vote being taken thereon, the following voted AYE: Philip Cohen, John Leary, Howard Heck, Theodore Willard and Earl Rydberg, and the following voted NAY: none, whereupon said resolution was declared duly passed and adopted.
