HomeMy WebLinkAbout1968-282 CCRMember Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 68 -282 RESOLUTION ENDORSING METROPOLITAN SECTION OF LEAGUE OF MINNESOTA MUNICIPALITIES POSITION ON THE MATTER OF METROPOLITAN GOVERNMENT STRUCTURE. WHEREAS, the 1967 legislature created provisions for the establishment of a Metropolitan Council; and WHEREAS, the legislative act provided for appointments to be made to the Metropolitan Council by the Governor of the State of Minnesota; and WHEREAS, the Metropolitan Council is obligated to report and recommend to the 1969 legislature on vital matters of metropolitan area concern; and WHEREAS, the Metropolitan Council is presently engaged in formulating its recommendations to the 1969 legislature; and WHEREAS, the tentative position of the Metropolitan Council on matters regarding Metropolitan Government structure causes concern to the Brooklyn Center City Council by reason of general conflicts with the apparent majority opinion of the metropolitan area; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota to endorse the proposed League of Minnesota Municipalities Metropolitan Section position on Metropolitan Government structure as follows: 1. Metropolitan government in the Twin Cities metropolitan area should have limited rather than general governmental powers and these powers and functions should be carefully and precisely defined by the state legislature. 2. All government functions and services performed or financed at the metropolitan level should be under the policy and financial control of a single unit of metropolitan government. 3. The governing body of the metropolitan government should be directly elected by the citizens of the metropolitan area, and this could be accomplished by having the present members of the Metropolitan Council stand for election when their appointive terms expire, commencing in 1970 or 1972. 4. There should be a single, unified government structure at the metropolitan level headed by an executive director who reports to the governing body, with operating departments headed by qualified executives and with central staff services such as a common personnel system, common budget and financial controls, and centralized purchasing. 85 1 Resolution No. 68 -282 5. Existing units of local government should be used wherever possible in providing metropolitan services and administering metropolitan programs 6. Provision should be made for the participation of interested and knowledgeable citizens and local officials on advisory bodies to explore problem areas and develop policy proposals. BE IT FURTHER RESOLVED to vigorously promote and advocate the above concepts during the 1969 session of the state legislature. December 9, 1968 Date Clerk The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Howard Heck, John Leary, Earl Rydberg and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
