HomeMy WebLinkAbout1968-130 CCRMember John Leary introduced the following resolution and moved its adoption: RESOLUTION NO. 68 -130 RESOLUTION TO ESTABLISH REGULATIONS AND AUTHORIZE SIGNATURES FOR SPECIAL CHECK CASHING FUNDS FOR THE MUNICIPAL LIQUOR STORES WHEREAS, by past resolution, special check cashing funds have been established for each of the municipal liquor stores to facilitate the cashing of payroll checks at the stores; and WHEREAS, the resolutions establishing the funds authorized the manager and the assistant manager of the municipal liquor stores to draw checks upon the funds in order to replenish cash for payroll check cashing; and WHEREAS, at present the position of assistant manager is vacant, and for the funds to be functional, it is desirable that two persons be authorized to draw checks upon the funds; and WHEREAS, it is desirable to have the regulations pertaining to each of the special funds contained in one resolution: BE IT THEREFORE RESOLVED by the City Council of the City of Brooklyn Center, Minnesota that the regulations pertaining to the special payroll check cashing funds of the municipal liquor stores of the City of Brooklyn Center be as follows: 1. The payroll check cashing fund for Municipal Liquor Store 1, in the amount of $3,500.00, shall be maintained at the Brooklyn Center State Bank (designated City depository) All payroll checks cashed by Liquor Store 1 shall be deposited to this account. The depository is authorized to deliver to a representative of the municipal liquor stores funds in exchange for such payroll checks upon written order signed by the manager of the municipal liquor stores or another person designated by the City Council, except that the amount withdrawn at any one time shall not exceed $3,500.00. 2. The payroll check cashing fund for Municipal Liquor Store 2, in the amount of $1,500.00, shall be maintained at the Brooklyn Center State Bank (designated City depository) All payroll checks cashed by Liquor Store 2 shall be deposited to this account. The depository is authorized to deliver to a representative of the municipal liquor stores funds in exchange for such payroll checks upon written order signed by the manager of the municipal liquor stores or another person designated by the City Council, except that the amount withdrawn at any one time shall not exceed $1,500.00. 3 Resolution No. 68 -130 BE IT FURTHER RESOLVED by the City Council of the City of Brooklyn Center that the City Clerk be directed to deliver a certified copy of this resolution to the Brooklyn Center State Bank. ATTEST: 3. The payroll check cashing fund for Municipal Liquor Store 3, in the amount of $500.00, shall be maintained at the Brooklyn Center State Bank (designated City depository) All payroll checks cashed by Liquor Store 3 shall be deposited to this account. The depository is authorized to deliver to a representative of the municipal liquor stores funds in exchange for such payroll checks upon written order signed by the manager of the municipal liquor stores or another person designated by the City Council, except that the amount withdrawn at any one time shall not exceed $500.00. 4. The manager of the municipal liquor stores is Truman A. Nelson, and the other person authorized to sign written orders for funds is Blanche Lohmar, Liquor Inventory Control Clerk. 5. The manager of the municipal liquor stores and the other person authorized to sign written orders for funds shall be bonded in the amount of $10,000.00 each, This amount is to be in addition to the public employees' blanket bond. June 3, 1968 Date Clerk The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Howard Heck and Theodore Willard; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
