Member Theodore Willard introduced the following resolution and
moved its adoption:
RESOLUTION NO. 68 -188
RESOLUTION ESTABLISHING PROVISIONS FOR A PARK CURFEW,
AND DEFINING THE REASONS FOR SAME
WHEREAS, numerous instances of vandalism have occurred
in the parks of the City of Brooklyn Center; and,
WHEREAS, numerous complaints have been stated by residents
in the vicinity of certain parks relative to noise and other
disturbances occurring during late night hours; and,
WHEREAS, repeated and extensive enforcement efforts by the
Police and Civil Defense Police have failed. to adequately mitigate
the problems because of a lack of a legal basis for clearing
the parks of persons who are most likely to commit acts of
vandalism or distrubance when an enforcement authority is not
present;
NOW, THEREFORE, be it resolved by the City Council of the
City of Brooklyn Center that an ordinance be enacted which will
provide for applying a curfew to parks so posted by order of the
City, Council; and,
BE IT FURTHER RESOLVED, the that City Council direct that
the park property known as Bellview Park be posted for curfew
between the hours of 10:00 P.M. and 6:00 A.M.

The motion for the adoption of the foregoing resolution was duly
seconded by member Howard Heck and upon vote being taken
thereon, the following voted in favor thereof: Philip Cohen,
John Leary, Earl Rydberg, Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
