RESOLUTION NO. 68 -191
RESOLUTION REGARDING PARTICIPATION IN EXPANDED POLICE
COMMUNICATIONS SYSTEM
WHEREAS, North Star Research and Development Institute has
completed a comprehensive police radio survey and system design
for the County of Hennepin and all of its component communities;
and
WHEREAS, it is to the mutual benefit of each governmental
unit to have maximum emergency communication capacity to serve
the needs of area law enforcement and disaster control; and
WHEREAS, the North Star Report and subsequent discussion
has proposed a formula for the implementation and financing of
the system; and
WHEREAS, the County of Hennepin agrees to purchase the
central inter-system base station equipment and all of the
mobile radio units to be utilized by the participating
jurisdictions; and
WHEREAS, each of the participating communities will purchase
base station equipment for local despatching requirements; and
WHEREAS, it is proposed that the maintenance of local base
station equipment will be the responsibility of the respective
community and that the maintenance of the mobile radio units
will be performed by Hennepin County at a nominal annual charge:
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe
City of Brooklyn Center, Minnesota that the system design
concept as outlined in the report of the North Star Research
and Development Institute be accepted in principal and that
the implementation proposal be accepted in principal and that the
City Manager be directed to include the necessary funds in the
1969 budget proposal to finance Brooklyn Center's share of the
system cost.

The motion for the adoption of the foregoing resolution was duly
seconded by member John Leary and upon vote being taken
thereon, the following voted in favor thereof: John Leary, Earl
Rydberg, Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
