HomeMy WebLinkAbout1968-013 CCRadoption: Member John Leary introduced the following resolution and moved its RESOLUTION NO. 68 -13 RESOLUTION SUGGESTING LIBRARY ACQUISITION PRINCIPLES WHEREAS, the Hennepin County Library Board is engaged in a comprehensive study regarding expansion of the County system; and WHEREAS, said County Library Board study comprehends the formulation of policy regarding the eventual acquisition of certain municipally owned library structures; and WHEREAS, the City of Brooklyn Center in 1965 constructed a library facility of a design which met with the approval of the County Librarian and which has since been staffed and stocked by the County library system; and WHEREAS, it is anticipated that said Brooklyn Center library facility will, along with other library facilities, be acquired and owned by the Hennepin County library system; and WHEREAS, it is desirable that the general acquisition policy to be formulated by the Hennepin County Library Board be uniform and consistent: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota that the following general principles be considered for embodiment in the library acquisition policy being developed by the Hennepin County Library Board: 1. A reasonable unit price for library construction should be established through a review of recent actual building costs, appropriately adjusted for any time differential. 2. The unit price so established should be considered as the maximum reimbursement rate for acquiring existing library facilities. 3. Municipalities should be paid the respective actual costs of library facilities, up to the established maximum reimbursement, exclusive of grants, gifts and donations. 4. Municipalities should be reimbursed for previous principal and interest bond payments until the total principal balance is paid to the municipality. 5. Provisions should be established for the County to purchase or lease the land upon which an existing library facility is situated. Purchase price should be based upon initial cost to the municipality; the lease rate should be nominal. Land leases should extend for 40 years with appropriate provisions for termination and extension. 1 Resolution No. 68 -13 ATTEST: 6. Provisions should be established for library maintenance responsibility to be vested with the respective municipality on a reimbursement basis, 7. Responsibility for the control and supervision of any library facility community rooms shall be vested with the respective municipality. January 8, 1968 Date Mayor The motion for the adoption of the foregoing resolution was duly seconded by member Theodore Willard and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Earl Rydberg, Howard Heck and Theodore Willard, and the following voted against the same; none, whereupon said resolution was declared duly passed and adopted.
