Member Howard Heck introduced the following resolution and
moved its adoption:
RESOLUTION REGARDING ASSIGNMENTS OF RESPONSIBILITY
TO STATE DEPARTMENTS OF AGRICULTURE AND HEALTH
WHEREAS, the Brooklyn Center City Council on February 27, 1967 adopted
a resolution No. 67 -56 opposing legislation which would tend to expand the
authority of the State Department of Agriculture; and
WHEREAS, copies of resolution No. 67 -56 were transmitted to the
Governor of the State of Minnesota and to representatives of the people of
Brooklyn Center and the State Senate and House of Representatives; and
WHEREAS, regardless, state authorities saw fit to expand the authorities
and responsibilities of the State Department of Agriculture; and
WHEREAS, it has been adequately and obviously demonstrated in recent
months that the State Department of Agriculture either cannot or will not
effectively regulate those assigned activities which affect the public health; and
WHEREAS, it is the belief and position of the Brooklyn Center City Council
that it is inconsistent and unreasonable to expect that an agency can promote the
state agricultural industry and at the same time responsibly regulate and police
that industry in order to protect and preserve the public health:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota that the Governor of the State of Minnesota as head
of the executive branch of government, and the appropriate legislative committees
are respectfully petitioned to initiate a reorganization of state administrative and
regulatory activities affecting the field of public health which would accomplish
the following:
a. Remove from the State Department of Agriculture all regulatory
authority in the areas of retail food sales, processing and
dispensation, and reassign said regulatory authority to the State
Department of Health in the interest of preserving and protecting
the public health.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed to transmit
copies of this resolution to the Governor of the State of Minnesota, the represen-
tatives of the people of Brooklyn Center in the State Senate and House of
Representatives, and to the Chairman of the appropriate legislative committees.
