RESOLUTION NO. 67 -247

RESOLUTION RECOMMENDING THE SELECTION OF MAYOR
JOHN W. GROGAN, MAYOR OF THE CITY OF CRYSTAL, AS
THE REPRESENTATIVE OF THE FIFTH COUNCIL DISTRICT
FOR THE TWIN CITIES METROPOLITAN COUNCIL
WHEREAS, the 1967 Session of the Minnesota Legislature did
adopt as Chapter 896, Laws 1967, a Statute providing for the establishment
of a Metropolitan Council for the seven county Twin Cities Metropolitan
Area; and
WHEREAS, fourteen representative Council Districts have been
established by this law for the selection of members of the Metropolitan
Council; and
WHEREAS, the Governor has been empowered by this law to appoint
qualified persons to the fourteen Council seats representative of these
districts following consultation by the Governor with the Legislators from
within the separate districts, and a Chairman chosen at large from the
seven- county area; and
WHEREAS, of the fourteen districts established, Brooklyn Center,
together with the communities of Crystal, Robbinsdale, Golden Valley,
and St. Louis Park comprise the Fifth Council District for purposes of
representative membership on the Council; and
WHEREAS, the City Council of the City of Brooklyn Center wishes
to aid the Governor in the selection of a qualified representative for the
Council seat for the Fifth Council District; and
WHEREAS, Mayor John W. Grogan of the City of Crystal appears to
be eminently qualified to serve on the Metropolitan Council, due to his
interest and experience in urban and regional affairs, evidenced by his
serving as Councilman of the City of Crystal since 1959, and as Mayor
of that City since 1960, in addition to being active in the Hennepin County
League of Municipalities and serving on certain of the League's committees.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Brooklyn Center respectfully requests the Honorable Harold LeVander,
Governor of the State of Minnesota, to give consideration to the appointment
of John W. Grogan, Mayor of the City of Crystal, to the Metropolitan Council
seat for the Fifth Council District, and hereby urges the representatives of
the people of Brooklyn Center in the Senate and House of Representatives
to support this suggested appointment.

The motion for the adoption of the foregoing resolution was duly seconded
by member Gordon Erickson and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, John Leary, Gordon
Erickson, Howard Heck, and Theodore Willard, and the following voted
against the same: none, whereupon said resolution was declared duly
passed and adopted.
