HomeMy WebLinkAbout1967-289 CCR Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 67 -289 RESOLUTION APPROVING APPLICATION ND. 67040 SUBMITTED BY ROBERT KELLER WHEREAS, Mr. Robert Keller has submitted Application #67040 requesting rezoning of the property bounded by 65th, Camden, 64th (extended), and Bryant Avenues North (Lot 6, Mendenhall's Outlots) from its present R -1 Single Family Residence classification to R -5 Multiple Family Residence; and WHEREAS, the request was heard at a public hearing before the Planning Commission on August 10, 1967, at which time the Planning Commission recommended approval of the rezoning, recognizing that the objectives of the Comprehensive Plan could be served as well by a transitional landscaped area as well as the previously envisaged strip of single family or duplex dwellings on the east side of Bryant Avenue; and WHEREAS, the Council, during public hearings on August 14th and September 5th and 11th, has reviewed the recommendation of the Planning Commission, and has gathered other information with regard to the Application, and is fully informed thereto. NOW, THEREFORE, The City Council makes the following findings: 1) The Comprehensive Plan adopted in November of 1966 indicated that the (approximately) eastern three- fourths of this property should be developed as multiple dwellings, and the western one fourth should be developed as a transitional strip of single family or duplex dwellings. The development now proposed by Mr. Keller, that of multiple dwellings for the entire property, but with a broad expanse of open, landscaped area adjacent to existing single family development, is in accord with the concept of proper transition as contained in the Comprehensive Plan. 2) The Planning Commission, reviewing the requested rezoning in light of the Comprehensive Plan and the principles on which it is based, have found the proposed R -5 zoning to be proper, and have recommended its approval. 3) The Council, in a subsequent plan approval prior to development of this property, will expect that the developer will have considered the following design criteria in the development of his plans: a. the use of no access from the development onto Bryant Avenue; b. the development of a 100 foot landscaped area "greenstrip along Bryant Avenue, following dedication of additional land for Bryant Avenue; c. if garages are located on the Bryant Avenue side of the property, that they be underground or effectively covered or screened by a landscaped "berm" of earth. Further, the developer will be required, prior to development, to dedicate approximately 13.5 feet for Bryant Avenue, and 30 feet for Camden Avenue. Resolution No. 67 -289 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Brooklyn Center hereby approves the rezoning of Lot 6, Mendenhall's Outlots, from its present R -1 Single Family Residence zoning classification to R -5 Multiple Family Residence.
