moved its adoption:
RESOLUTION NO. 67 -136
RESOLUTION CALLING FOR THE ADOPTION OF S.F. 2045
AS AMENDED, AND OPPOSING AMENDMENT OF THE BILL
TO INCLUDE A PENSION ESCALATION CLAUSE
WHEREAS, S.F. 2045 is a bill for an act relating to the establishment
of a policemen's pension fund in the City of Brooklyn Center, and establishing
benefits and providing tax levies therefore, which bill was introduced at the
request of the Brooklyn Center City Council; and
WHEREAS, the provisions contained in S.F. 2045 were developed after
lengthy consideration of the recommendations of the Public Retirement Systems
Interim Commission, analysis of retirement benefits in other communities, and
consideration of the objectives to be served by a police pension program; and
WHEREAS, following legislative review of the bill, it was deemed desir-
able to request the introduction of amendments which would further strengthen
the provisions of the pension plan, which amendments have been incorporated in
the bill approved by the Pensions and Retirement Division of the Civil Administra-
tion and Metropolitan Affairs Committee; and
WHEREAS, representatives of the Brooklyn Center Police Association have
requested that the bill be amended to include an escalation provision in the
computation of pension benefits, as opposed to the average salary base requested
by the City Council; and
WHEREAS, in its deliberations on the pension plan the City Council
considered the merits of the arguments in favor of escalation provisions, and
made the determination that the average salary base for benefits incorporated
in S.F. 2045 was best suited to the circumstances of the City of Brooklyn
Center; and
WHEREAS, since pension benefits are a form of compensation which are
funded through local taxation it is the responsibility of the City Council to
determine the level and manner of compensation which will best serve the needs
of the community:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that the members of the Senate Committee on Civil Administration
and Metropolitan Affairs be urged to support S.F. 2045 as recommended by the
Pension and Retirement Division, and further, to oppose additional amendments
which would impose an escalation feature in regard to the computation of benefits.

BE IT FURTHER RESOLVED that the City Clerk is hereby directed to
distribute copies of this resolution to members of the Civil Administration
and Metropolitan Affairs Committee and the Legislative representatives from
Brooklyn Center.

The motion for the adoption of the foregoing resolution was duly seconded
by member John Leary and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, John Leary, Gordon Erickson,
Howard Heck and Theodore Willard,
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
