RESOLUTION NO. 67 -159
RESOLUTION ENDORSING AND SUPPORTING THE CITIZEN'S
LEAGUE PROPOSAL FOR TAX REFORM
WHEREAS, the present level of taxes levied against property in the
State of Minnesota is excessive and places an undue burden upon homeowners;
and
ill WHEREAS, increasing popular demand for services from local agencies
of government require that new sources of municipal revenues be 'found which
would permit reduction of real property taxes while providing sufficient funds
to me r
et current and future costs; and
WHEREAS, the Citizen's League of Minneapolis and Hennepin County,
after extensive study, has developed a recommended program of tax reform
which would meet the aforementioned objectives, as well as provide a more
balanced tax structure for the State as a whole, based upon a philosophy of
progressive taxation; and
WHEREAS, the City Council finds that the tax program advanced by the
Citizen's League would meet the needs of the people of Brooklyn Center in an
equitable manner as well as the major needs of the several municipalities and
school districts throughout the state:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Brooklyn Center endorse and support the proposal of the Citizen's League of
Minneapolis and Hennepin County relative to adoption of a 3% tax upon all retail
transactions to provide revenues to partially replace revenues currently derived
from property taxes and to provide an expanding source of revenues to meet the
increasing demand for local governmental services, provided that the adoption of
such a tax program include provision for a constitutional amendment which would
guarantee the basic non regressivity of the proposal as accomplished through
individual tax credits.
BE IT FURTHER RESOLVED that the Clerk be, and hereby is, directed to
transmit copies of this resolution to the Governor of the State of Minnesota,
the representatives from the 32nd Legislative District, the chairmen of the
appropriate legislative committees, and the members of the Hennepin County
Legislative delegation.

The motion for the adoption of the foregoing resolution was duly seconded
by member Theodore Willard, and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, John Leary, Gordon Erickson,
Howard Heck and Theodore Willard, and the following voted against the same:
none, whereupon said resolution was declared duly passed and adopted.
