HomeMy WebLinkAbout1967-043 CCR Member Theodore Willard introduced the following resolution and moved its adoption: RESOLUTION NO. 67 -43 RESOLUTION SUPPORTING REVISION OF THE VETERANS PREFERENCE LAW WHEREAS, Minnesota Statutes validly recognize the contributions made by veterans during time of war by establishing a system of preferential employment of such persons in public positions; and WHEREAS, although such preference is granted to veterans by all governmental agencies in the state, there is a substantial disparity between the standards employed by state agencies in the allocation of such preference and those imposed upon the local units of government; and WHEREAS, the requirement that local units grant absolute preference to veterans seriously handicaps efficient municipal personnel administration and works against the maintenance of merit standards; and WHEREAS, the increasing complexity of governmental activities in all jurisdictions makes it imperative that merit and fitness be established as the fundamental criterion for employment and promotion; and WHEREAS, the League of Minnesota Municipalities has adopted a resolution calling for revision of the present veteran's preference law, with primary emphasis being placed upon the substitution of a point system of preference in place of the existing absolute system, and the City Council concurs in this position: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center as follows: 1. The City Council supports and endorses the proposed revisions of the veterans' preference law as embodied in Senate File 482 and House File 558, and the representatives of the people of Brooklyn Center in the Senate and House of Representatives are herewith urged to work for the adoption of this legislation. 2. The Clerk is hereby directed to transmit copies of this resolution to the Governor of the State of Minnesota, the representatives of the 32nd legislative district, and to the chairmen of the appropriate legislative committees. Resolution No. 67 -43 February 27, 1967 Date Mayor ATTEST: Clerk The motion for the adoption of the foregoing resolution was duly seconded by member Gordon Erickson and upon vote being taken thereon, the following voted in favor thereof: Howard Heck, John Leary, Gordon Erickson and Theodore Willard, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
