moved its adoption:
RESOLUTION NO. 67 -44
RESOLUTION SUPPORTING LEGISLATION AMENDING LOCAL CONSENT
PROCEDURES FOR SPECIAL LAWS
WHEREAS, many of the problems existant in the Minneapolis
St. Paul metropolitan area fail to recognize municipal boundaries
in their scope or impact; and
WHEREAS, the provisions of the Minnesota Constitution
regarding special legislation and local consent, while providing
the municipality a method of meeting unique problems, can work
to the detriment of efforts attempting to resolve problems
common to an entire region which may contain a number of
municipalities differentially affected thereby; and
WHEREAS, problems related to sewage disposal, mass transit,
solid waste disposal, and others, can be resolved in the
metropolitan area only if a regional approach is employed:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Brooklyn Center as follows:
1. The City Council endorses and supports the adoption of
House File 522 and Senate File 221 relative to the amendment of
the local consent procedures for special laws, provided that such
amendment is in concert with and does not exceed the recommendations
set forth in a resolution pertaining thereto adopted by the
League of Minnesota Municipalities in June, 1966.
2. The representatives of the people of Brooklyn Center are
herewith called upon to work for the adoption of the aforementioned
legislation and the Clerk is hereby instructed to transmit copies
of this resolution to said representatives, the chairmen of the
appropriate legislative committees and the Governor of the State
of Minnesota.

The motion for the adoption of the foregoing resolution was duly
seconded by member Philip Cohen and upon vote being taken thereon,
the following voted in favor thereof: Howard Heck, Gordon
Erickson, Philip Cohen and Theodore Willard, (john Leary abstained from voting)
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
