and moved its adoption:
RESOLUTION NO. 67 -46
RESOLUTION SUPPORTING PROPOSED LEGISLATION WHICH
WOULD ESTABLISH A PERMANENT METROPOLITAN MASS
TRANSIT COMMISSION
WHEREAS, major elements of the metropolitan population are highly
dependent upon modes of mass transportation. in the conduct of their
activities; and
WHEREAS, the existing system of mass transportation in the metro-
politan area has not kept pace with the continued growth of the area, and
has, in fact, diminished in utility to many residents thus forcing an increased
reliance on individual modes of transportation such as the automobile; and
WHEREAS, continued primary reliance on individual modes of transit,
when combined with the continued growth of the area, can be expected to
contribute substantially to increased congestion and pollution of the
atmosphere; and
WHEREAS, the development of a properly planned system of mass
transportation can contribute to a reduction of the aforementioned ills,
while contributing to the economic welfare and proper development of the
entire metropolitan area; and
WHEREAS, twenty -six municipalities, under the joint- Powers Act,
have formed a temporary Metropolitan Transit Commission to initiate studies
of transit problems in the area; and
WHEREAS, membership of the Hennepin County League of Municipalities
has adopted a resolution calling for the establishment of a permanent mass
transit commission for the metropolitan area; and
WHEREAS, the City Council believes that such a Commission should
be established on a permanent basis:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center as follows:
1. The City Council endorses and supports the proposals and
concepts embodied in Senate File 281 and House File 359
relative to the establishment of a permanent mass transit
commission for the metropolitan area, and the representatives
of the people of Brooklyn Center in the Senate and House of
Representatives are herewith urged to work for the adoption of this
legislation.

2. The Clerk is hereby directed to transmit copies of this
resolution to the Governor of the State of Minnesota, the
representatives of the 32nd legislative district, and the
legislative committees concerned with the subject
legislation.

The motion for the adoption of the foregoing resolution was duly seconded
by member John Leary and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, Howard Heck, John Leary,
Gordon Erickson and Theodore Willard,
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
