moved its adoption:
RESOLUTION NO. 67 -57
RESOLUTION ESTABLISHING A SPECIAL CITIZENS COMMITTEE
FOR THE CONDUCT OF A SURVEY AND INVENTORY OF TEEN
PROGRAMS AND FACILITIES IN BROOKLYN CENTER
WHEREAS, during the period 1960 to 1965 the teen -age population of
the City of Brooklyn Center has expanded at a tremendous rate; and
WHEREAS, the many civic groups, religious organizations, the City
government and other institutions in the community have responded to the
needs of this age group through the establishment of a wide variety of pro-
grams, activities and facilities, but this response, while meeting some
needs, has been uncoordinated, thus permitting duplication of effort in some
areas while other needs remain unmet; and
WHEREAS, the resources expended through duplication of effort detract
from the community's ability to meet the needs and desires of its youth; and
WHEREAS, a comprehensive survey and inventory of:
1. the activities and programs conducted by community groups
oriented toward the teen -age population;
2. the facilities available for teen -age activities;
3. the employment and service opportunities available to
teen -agers in the community;
would provide information required for the integration of youth- oriented
activities, plus identifying areas of unmet need, or areas requisite of further
activity; and
WHEREAS, such information would provide guidance to both private
and governmental agencies in the planning, design and construction of capital
facilities to serve the teen -age population:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center as follows:
1. There is hereby created a Special Citizen's Committee on
Teen Programs and Activities. The membership of the
committee shall consist of citizens of Brooklyn Center
appointed by the Mayor and confirmed by the City Council.
2. The Chairman shall serve at the pleasure of the Mayor, and
the City Council herewith confirms the appointment by the
Mayor of Mr. William Hannay as Chairman.

3. The Chairman, in concert with the Mayor, shall develop
recommendations for membership of a steering committee,
which committee shall be charged with developing the
objectives and procedures to be employed in the study
in accordance with the Mayor's proposal of 1- 27 -67.
Appointments to the Steering Committee shall be made by
the Mayor with confirmation by the City Council.

The motion for the adoption of the foregoing resolution was duly seconded
by member john Leary, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Leary, Howard Heck, Gordon
Erickson and Theodore Willard, and the following voted against the same:
none, whereupon said resolution was declared duly passed and adopted.
