moved its adoption:
RESOLUTION NO. 67-65
RESOLUTION SUPPORTING LEGISLATION WHICH WOULD
EFFECT A REORGANIZATION OF THE ADMINISTRATIVE
STRUCTURE IN THE COUNTY OF HENNEPIN, AND OTHER
LEGISLATION PERTAINING TO THE COUNTY OF HENNEPIN
WHEREAS, the mode of administrative organization imposed by state
statute upon Hennepin County is archaic, promotes inefficient employment
of resources, and is unsuited to the problems present in administering govern-
mental services to a growing urban population; and
WHEREAS the existin g q J requirement that major administrative positions
be filled by popular election often works against the development of technical
and professional competence in the administrative organization; and
WHEREAS, the multiplicity of elective positions in the county govern-
ment promotes uncoordinated action, and inhibits responsive government
through the diffusion of authority to a number of independent officials; and
WHEREAS, the volume and diversity of activities presently performed
by the Hennepin County administrative staff demands that streamlined procedures
and techniques be employed whenever possible to improve services and /or reduce
costs, foremost among these being a system which permits the recruitment and
retention of qualified personnel:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center as follows:
1. The City Council endorses and supports legislation which
would:
a. give the Hennepin County Board of Commissioners
the authority to fill the offices of County Auditor,
County Treasurer, Sheriff and Register of Deeds by
appointment, and to set salaries therefore, and
legislation which would bring the aforementioned
positions within the purview of the Hennepin County
personnel system;
b. authorize the Board of Commissioners to appoint a
County Administrator and define the duties related
to the position;
c. abolish the Board of Auditors for Hennepin County
and vest the responsibility for the duties previously
performed by the Board of Auditors in the Board of
Commissioners;

d. abolish the office of Court Commissioner in Hennepin
County and vest the responsibilities and duties now
assigned to that position in the probate judge of
Hennepin County;
e. exclude the County of Hennepin from the requirement
of paying fees in the Hennepin County Municipal Court;
f. increase the contingency fund of the Board of
Commissioners to $10,000.
2. The City Council supports legislation which would permit the
Board of Commissioners to fill vacancies which may occur on
said Board by appointment, with the appointee to serve until
his successor is selected at the first general election following
such appointment.
3. The Clerk is hereby instructed to transmit copies of this resolution
to all members of the Hennepin County legislative delegation.
The representatives of the people of Brooklyn Center are herewith
called upon to work for the adoption of the aforementioned
legislation.

The motion for the adoption of the foregoing resolution was duly seconded b

member Theodore Willard, and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Leary, Howard Heck, Gordon
Erickson and Theodore Willard, and the following voted against the same:
none, whereupon said resolution was declared duly passed and adopted.
