moved its adoption:
RESOLUTION NO. 67 -69
RESOLUTION SUPPORTING THE ADOPTION OF SENATE
FILE 955 RELATIVE TO STATE AID TO MUNICIPALITIES
WHEREAS, the tax burden presently shouldered by property owners in
the State of Minnesota is great, and this burden can be expected to increase
C as the demands for additional services at the local level increase; and

WHEREAS, in his budget message to the 1967 State Legislature the
Governor of Minnesota recognized the problems created by excessive
reliance on the property tax for the financing of governmental activities,
and therefore recommended that municipalities receive assistance from the
State government, said assistance to be financed from non property tax
revenues; and
WHEREAS, if adopted, Senate File 955 would provide financial grants
to municipalities at the rate of $4. 00 per capita:
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Brooklyn Center as follows:
1. The City Council endorses and supports the concepts and
provisions embodied in Senate File 955, and the representatives
of the people of Brooklyn Center in the Senate and House of
Representatives are herewith called upon to work for the adoption
of this legislation.
2. The Clerk is hereby instructed to transmit copies of this
resolution to the aforementioned representatives, the Hennepin
County Legislative Delegation, the Governor of the State of
Minnesota and the chairmen of the appropriate legislative
committees.

The motion for the adoption of the foregoing resolution was duly seconded
by member Howard Heck and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, John Leary,
Gordon Erickson, Howard Heck and Theodore Willard
and the following voted against the same: none
whereupon said resolution was declared duly passed and adopted.
