and moved its adoption:
RESOLUTION NO. 67 -80
RESOLUTION OPPOSING THE ESTABLISHMENT OF A COUNTY
ASSESSOR SYSTEM FOR HENNEPIN COUNTY
WHEREAS, the component municipalities of an urban county
area have unique and individual problems; and
WHEREAS, assessors appointed by these municipalities will
remain aware of the unique and individual differences within
the municipalities; and
WHEREAS, establishing a county assessor system would be
another uncoordinated step in the transfer of city functions
to the County; and
WHEREAS, such uncoordinated transfers lead to the shifting
of operating costs in a manner disproportionate to the benefits
gained:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Brooklyn Center as follows:
1. The City Council opposes the adoption of legislation
permitting the counties to establish county assessor
systems, thus abolishing municipal assessment policies,
as embodied in House File 1120 and House File 1080.
2. The City Council respectfully suggests that improvement
in assessment standards could be brought about by
requiring state certification of local assessor
qualifications.
3. The Clerk is hereby directed to transmit copies of
this resolution to the aforementioned representatives,
the Governor of the State of Minnesota, the Hennepin
County Legislative Delegation, the authors of the bill,
and the chairmen of the appropriate. committees.

The motion for the adoption of the foregoing resolution was duly
seconded by member Howard Heck, and upon vote being taken thereon,
the following voted in favor thereof: Philip Cohen, Howard Heck,
Gordon Erickson and Theodore Willard, and the following voted
against the same: ame: none, whereupon said resolution was declared
duly passed and adopted.
