its adoption:
RESOLUTION NO. 67 -116
RESOLUTION REQUESTING THE INTRODUCTION AND ADOPTION
OF SPECIAL LEGISLATION PERTAINING TO THE ESTABLISHMENT
OF A POLICEMAN'S PENSION FUND AND ESTABLISHING BENEFITS
AND PROVIDING TAX LEVIES THEREFORE
WHEREAS, the Village of Brooklyn Center adopted a city charter and
on December 8, 1966 became a city of the second class; and
WHEREAS, prior to December 8, 1966 policemen employed by the Village
of Brooklyn Center were members of a special public safety group within
the Public Employees Retirement Association; and
WHEREAS, Minnesota Statutes, Sections 423.801 through 423.815
provide for and require the establishment of separate and individual police
pension funds for cities of the second class; and
WHEREAS, the February 15, 1967 report submitted by the Public
Retirement Systems Legislative Interim Commission clearly indicates that
Minnesota Statutes, Sections 423.801 through 423.815 provide for police
pension benefits which cannot be reasonably fulfilled; and
WHEREAS, the City Council of the City of Brooklyn Center has determined
that the general provisions of the Legislative Interim Commission's recommended
Plan C relative to police pensions is reasonable and fair; and
WHEREAS, the City Council proposes to establish a local police pension
fund generally consistent with the provisions of said Interim Commission Plan
C; and
WHEREAS, the City Council has obtained an actuarial analysis of the
financial implications of its proposed local police pension fund; and
WHEREAS, the City Council has determined from the actuarial analysis
that the cost of financing the proposed local police pension fund is reasonable
and within the financial capacity of the municipality; and
WHEREAS, the City Council has prepared proposed special legislation
which would implement such a local police pension fund,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Brooklyn Center as follows:
RESOLUTION NO. 67-116
1. The representatives of the people of Brooklyn Center in the
Senate and the House of Representatives are respectfully requested
to introduce the attached bill in the 1967 session of the State Legislature,
and thereafter, to work for its adoption.
2. The membership of the Senate and House of Representatives are
respectfully requested to give early and favorable consideration
to this legislation.
3. The Clerk is hereby directed to transmit c of this resolution to

the 32nd Legislative District.

The motion for the adoption of the foregoing resolution was duly seconded
by member Theodore Willard and upon vote being taken
thereon, the following voted in favor thereof: Philip Cohen, John Leary,
Gordon Erickson, Howard Heck and Theodore Willard,
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
