RESOLUTION NO.2025-102
RESOLUTION AUTHORIZING THE SUBMITTAL OF A LOCAL ROAD
IMPROVEMENT PROGRAM (LRIP) GRANT APPLICATION AND PLEDGING
FINANCIAL SUPPORT FOR THE HUMBOLDT AREA PROJECT
WHEREAS, the Minnesota Department of Transportation's Local Road Improvement
Program (LRIP) provides financial assistance to local governments for constructing or reconstructing
local roads to improve safety, access, and regional connectivity; and
WHEREAS, the City of Brooklyn Center proposes the Humboldt Area Project to
reconstruct Humboldt Avenue from 65th Avenue to 69th Avenue and 65th Avenue from Humboldt
Avenue to Camden Avenue; and
WHEREAS, the project will implement pedestrian, traffic safety, and accessibility
improvements consistent with the City's Capital Improvement Program and Transportation Plan; and
WHEREAS, the total anticipated project cost is $12,250,000, of which $2,000,000 is
secured through the Metropolitan Council's 2024 Regional Solicitation Pedestrian Facilities grant, and the
City is seeking up to $1,500,000 in additional funding through the Local Road Improvement Program
(LRIP); and
WHEREAS, LRIP funding does not require a local match but is provided on a
reimbursable basis, requiring the local agency to initially finance 100 percent of project costs and submit
reimbursement requests to the State as costs are incurred; and
WHEREAS, the City Council understands that the LRIP grant may not cover all eligible
project costs and that the City must provide funding for any costs exceeding the LRIP award amount, as
well as all non-LRIP eligible costs, including but not limited to engineering, right-of-way acquisition,
inspection, and administrative expenses.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center,
Minnesota, that:
1. The City Council hereby approves the submittal of an application to the Minnesota Department of
Transportation's Local Road Improvement Program.
2. The City Council authorizes a request for LRIP funding in the amount of up to $1,500,000 to
assist with the construction of the Humboldt Area Project.
3. The City Council pledges to provide local funds necessary to pay all non-LRIP eligible costs and
any LRIP-eligible project costs that exceed the grant award amount.
4. The City Council acknowledges that LRIP funds are reimbursable and commits to financing 100
percent of project costs up front, submitting pay requests for reimbursement in accordance with
State Aid procedures.
5. The City of Brooklyn Center acknowledges its responsibility for the continued operation and
maintenance of the completed improvements throughout their useful life.
6. The Public Works Director is authorized and directed to execute and submit the LRIP grant
application and all related documents on behalf of the City of Brooklyn Center.

The motion for the adoption of the foregoing resolution was duly seconded by member
Graves
and upon vote being taken thereon, the following voted in favor thereof:
Jerzak, Kragness, Lawrence -Anderson, Moore, Graves
and the following voted against the same: none
whereupon said resolution was declared duly passed and adopted.
