moved its adoption:
RESOLUTION NO. 66 -15
RESOLUTION APPROVING APPLICATIONS
65057 AND 65077 BY LECON PROPERTIES
AND NORTHERN STATES POWER COMPANY
WHEREAS, Applications No. 65057 and 65077 have been made by Lecon
Properties, Inc. and Northern States Power for approval of the preliminary
plat of "Northtown Plaza First Addition", rezoning of properties within the
plat, and approval of plans of three of the properties within the plat; and
WHEREAS, the Planning Commission and Council have held public
hearings on these applications on November 4, and December 13, 1965; and
WHEREAS, the plans, rezoning, and plat recommended for approval
by the Planning Commission were found not to be in the best interests of the
community; and
WHEREAS, the Village Council requested that the plans, proposed
rezoning, and proposed plat be revised to provide proper transition between
the commercial uses to be developed toward Osseo Road, and the single
family residential area to the west; and
WHEREAS, the applicants have now achieved a proper transition as
suggested, more specifically, that:
1. they have provided an office zone to the west of the proposed
general commercial area near Osseo Road, followed by a multiple
dwelling zone, a street (Noble Avenue) to be installed, and a
row of single family properties on the west side of Noble Avenue
which joins single family residential properties on their rear
lines;
2. they have provided a buffer strip between the future N.S.P.
facility and the future nursing home, which will enhance the
nursing home property. The nursing home itself will provide
a multiple dwelling type of transition between the N. S. P. site
and the future single family residences on the west side of
Orchard Avenue;
3. the zoning to R5 of property along Noble Avenue will allow
future buyers of the property to be aware of proposed types of
development;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE
OF BROOKLYN CENTER that the preliminary plat of "Northtown Plaza First
Addition" dated January 3, 1966, as submitted to the Council on January 17,
1966 be approved with the conditions listed below, and further, that the
following zones be enacted for the plat when it is recorded:
Lot 2, Block 2 to be R5;
Lot 1, Block 2, to be RB or Cl;
Lot 6, Block 2, to be B3 or C3;
Conditions:
1. The centerline of Noble Avenue shall be coincident��t
with the W/L of Section 34. u 'y
2. Five lots may be platted west of Noble Avenue.`t
3. Appropriate utility easements shall be dedicated
along the west and north lines of Lot 6, Block 2,
as determined by the Village Engineer.

The motion for the adoption of the foregoing resolution was duly seconded
by member John Leary, and upon vote being taken thereon the following
voted in favor thereof: Philip Cohen, Earl Simons, John Leary, Howard Heck
and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
