its adoption:
RESOLUTION NO. 66 -19
RESOLUTION APPROVING STUDY OF NON PROPERTY
TAXES FOR THE METROPOLITAN AREA AND AUTHORIZING
THE EXPENDITURE OF FUNDS THEREFORE
WHEREAS, the Village Council finds that the scope and cost of
governmental services at the local level continues to increase as the metro-
politan area expands; and
WHEREAS, the Council finds that the property tax is the major source
of revenue to local government; and
WHEREAS, the Council finds that further increases in taxes levied
against real and personal property will place an undue burden on property
owners, and that alternative, non property taxes should be explored as a
means to provide revenues to finance needed public services; and
WHEREAS, at a meeting of metropolitan area mayors on January 17,
1966, it was proposed that a study of various non property taxes applicable
to the metropolitan area be initiated, the cost of said study to be borne by
the several municipalities with the financial contributions of each being
computed on a per capita basis:
NOW, THEREFORE BE IT RESOLVED BY THE Village Council of the
Village of Brooklyn Center that a study of non property taxation potentially
applicable to the metropolitan area is endorsed and Village participation
approved.
BE IT FURTHER RESOLVED that the Village of Brooklyn Center shall
participate in the financing of such a study, up to a maximum rate of three
cents ($.03) per capita, provided, however, that a common Federal census
be employed to determine the population of each of the participating
municipalities.
BE IT FURTHER RESOLVED that the Brooklyn Center Village Council
suggests that the membership of the study coordinating committee have the
following representation:
1. Two members representing the Hennepin County League
of Municipalities.
2. Two members representing the Ramsey County League
of Municipalities.
3. One member representing the Municipalities of Anoka County,
One member representing the Municipalities of Dakota County,
One member representing the Municipalities of Washington County.

The motion for the adoption of the foregoing resolution was duly seconded
by member john Leary and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, john Leary, Earl Simons, Howard Heck
and Theodore Willard, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
