RESOLUTION NO. 2025-110
RESOLUTION ESTABLISHING 2026 RECYCLING RATES AND CHARGES
WHEREAS, the City of Brooklyn Center is a member of the Hennepin Recycling
Group (HRG), which is a joint powers group organized pursuant to Minnesota Statutes Section
471.59 (1987); and
WHEREAS, the purpose of the joint powers agreement is to create an organization
by which member cities may jointly and cooperatively provide for the efficient and economical
collection, recycling and disposal of solid waste within and without their respective corporate
boundaries in compliance with the Minnesota Waste Management Act, Minnesota Statutes
Chapter 115A (1987); and
WHEREAS, the HRG has established a curbside organic and inorganic recycling
program for its member cities to meet the requirements of Hennepin County Ordinance No. 13,
Solid Waste Source Separation for Hennepin County; and
WHEREAS, the City of Brooklyn Center must establish rates to fund these
programs and the cost for projected reimbursement of contract charges from the HRG along with
other program operating charges; and
WHEREAS, the recycling program includes a bi-annual curbside cleanup; and
WHEREAS, the City Council has reviewed data provided on delinquent utility
charges; and
WHEREAS, Brooklyn Center Ordinance No. 2021-01 authorizes the City to
establish rates for recycling services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that the recycling charges shall be as follows for all billings issued on or after
January 1, 2026:
