and moved its adoption:
RESOLUTION NO. 65 -55
RESOLUTION OPPOSING THE ADOPTION OF HOUSE FILE
NO. 1559 RELATED TO POOR RELIEF IN HENNEPIN COUNTY
AND THE ABOLITION OF THE TOWN SYSTEM OF POOR
RELIEF
WHEREAS, House File 1559 is a bill for an act which would
abolish the town system of direct relief in Hennepin County and
authorize the County Welfare Board to administer poor relief under
the county system; and
WHEREAS, the Village Council has made the following findings:
1. A proper fiscal study of the effect on suburban taxes,
if the town system of poor relief is abolished, has not
been made.
2. House File 1559 is a further attempt to transfer, in a
piecemeal manner, a tax burden from the City of
Minneapolis to the whole of Hennepin County.
3. The citizens of suburban Hennepin County are also
burdened by taxes to meet the needs of their fast
growing communities and school systems.
4. There is a need for comprehensive review of major
central city and suburban problems, which cause
heavy tax burdens, to properly determine responsibility
and ability to finance the cost.
5. There should be no further transfer of city functions to
Hennepin County until the above mentioned comprehen-
sive review has been completed.
NOW, THEREFORE, BE IT RESOLVED that the Village Council
of the Village of Brooklyn Center, Minnesota opposes any change in the
administration method of poor relief and urges the defeat of House File
1559; and
RESOLUTION NO. 65 -55
BE IT FURTHER RESOLVED that copies of this resolution be
mailed to members of the Hennepin County delegation and to the
Governor of the State of Minnesota.

The motion for the adoption of the foregoing resolution was duly
seconded by member Phil Cohen and upon vote being taken there-
on the following voted in favor thereof: Gordon Erickson, Howard Heck,
Phil Cohen, John Leary and Earl Simons,
and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
