HomeMy WebLinkAbout1963 05-14 LSCMMinutes of the Proceedings of the Library Commission of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota May 14, 1963 The meeting was called to order by its chairman,, Mr. Billings, with two members absent. As follow up from the last meeting, Mr. Billings reported the following; 1. Mr. Hodne has been commissioned to do detailed sketches of the plat of land selected by the commission as its #1 site. 2. The Village has agreed to move the park driveway which bounds this plat to make room for more parking. 3. The Council has voted funds to cover the above services. 4. The County Library Board has begun programming the Brooklyn Center library and will have its program complete by the May 28 meeting. The following schedule for visiting county libraries was set up by the commission. • May 28 - Richfield Library - selected because the Village problems were similar to Brooklyn Center. June 11 - United Theological Library - selected because it is a special use library. Also plan to visit St. Anthony Library because it is a library in a shopping center. June 18 Edina Library - located in a house which has been adopted to a library. June 22 - (Provisional) - New Prague Library - newest library opened by the county. June 25 - West St. Paul Library - a library built at very low cost. Some of the items which the Commission will look into are total cost, cost per square foot, architecture, and programs and services. It was agreed that commission members would visit the Crystal Library on their own. In order to crystallize commission thinking, we reviewed our reasons • for rejecting remaining sites and consideration. 1. Northeast sector was disqualified because - a. Remote from main traffic patterns and large population concentration -1- b. No buildings available for rental. c. The one area of village land was partially taken up • by water tower and Street Department buildings. d. Not close to center of Village interest. e. Cut off from village by freeway. 2. 63rd and Osseo Road - not village owned. 3. 65th Avenue North and Drew a. Too small for needed facilities. b. Too close to Garden City School Library. 4. Garden City Park a. Poor building site - footings needed. b. Off from main traffic patterns. 5. 63rd Avenue North and Noble a. Extensive footings may be needed. • b. Not village land. c. Off from main traffic lanes. 6. Brookdale Area a. Price is prohibitive. b. Tax bearing land. 7. East side of Village a. No lots large enough outside of Earl Brown farm. b. Earl Brown land prohibitive in price. C. Library is not suitably located in an industrial park. d. Earl Brown buildings are not suitable for adoption to library. a The reasons for the commission's selection of the site at 56 Avenue North and Osseo Road are: -2- 1. Centrally located 2. Village owned. 3. Recommend by Village Engineering Department. 4. Adequate parting. 5. Almost at a meeting of north-south, east - west roads. 6. Meets traffic regulations as to parking and entrance. 7. Public transportation close by. 8. Meets criteria of county library consultants. 9. Located near proposed industrial park. Some of the reasons why a library is needed in Brooklyn Center are: 1. Take advantage of books and staff which are available through county library system. 2. School libraries are inadequate. S 3. Provides additional reference materials. 4. The village is already paying $34, 000 a year for inadequate service. 5. The facilities of the Minneapolis Public Library will be available to Brooklyn Center. 6. Provide facilities for adult education. 7. Generally no buildings are available which would be suitable for a library. Mr. Billings announced the addition of Mrs. Pat Spleiss to the Library Commission. The meeting was adjourned.
