introduced the following resolution and moved
EDA RESOLUTION NO. 2005 -14
RESOLUTION AUTHORIZING ADDITIONAL CONSULTING SERVICES AND
EXPANDING SCOPE OF TASK FORCE WORK
WHEREAS, the Economic Development Authority (EDA) solicited proposals for
planning firms to assist in the development of redevelopment concepts and standards for the
Opportunity Site and selected Damon Farber Associates for such work; and
WHEREAS, the Executive Director has proposed expanding the consulting services
engagement to include a public open house regarding the Opportunity Site and a business owner
survey; and
WHEREAS, the Executive Director has further recommended expanding the scope
of services provided by Damon Farber Associates to provide a similar set of redevelopment concept
and standard development, with public input opportunities, for the Northbrook (Hmong American
Shopping Center) site; and
WHEREAS, the Opportunity Site Task Force is willing to expand the scope of its
volunteer services to participate in the proposed expanded Opportunity Site activities and in the
development of standards and requests for proposal outlines for the Northbrook (Hmong American
Shopping Center).
NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority
in and for the City of Brooklyn Center that the Executive Director of the EDA be and hereby is
authorized to enter into an agreement with the cost of such additional services to be up to $31,000 for
the additional services related to the Northbrook (Hmong American Shopping Center) site and up to
$6,100 for the additional Opportunity Site work on behalf of the EDA with Damon Farber Associates
for the provision of additional planning services for the Opportunity Site and to under take planning
and development services regarding the Northbrook (Hmong American Shopping Center) site and be
it further resolved by the EDA that the task of the Opportunity Site Task Force be and hereby is
expanded to incorporate the additional activities related to the Opportunity Site development and the
creation of standards and concepts for the Northbrook (Hmong American Shopping Center).

The motion for the adoption of the foregoing resolution was duly seconded by commissioner
Kathleen Carmody
and upon vote being taken thereon, the following voted in favor thereof:
Myrna Kragness, Kathleen Carmody, Kay Lasman, and Diane Niesen;
and the following voted against the same: Mary 0' Connor;
whereupon said resolution was declared duly passed and adopted.
