Study Commission of the Village of Brooklyn
Center in the County of Hennepin and State
of Minnesota
August 6, 1963
The meeting was called to order by Mr. Billings with six members
present.
After discussion, the commission decided to change the formal
motion to Mr. Lee in regard to the size of the projected library building
from 13, 500 square feet to 10, 000 square feet.
The main order of business was the reports previously assigned to
commission members. These reports were not completed due to the absence
of commission members.
Gordon Gunderson reported on his survey of community organizations
and their desire for a community room located within the library. Of the
ten organizations contacted all were unanimous in their desire for such a
room. Most organizations required room for less than 75 people. The comm-
ission decided that a room of 1000 square feet seating 50 people generously
would be adequate.
Robert Pierce reported on building materials for the proposed library
• building.. The selection of basic building materials should rely on these three
criteria:
1. Initial cost
2. Maintenance
3. Esthetic value
In addition, fire-resistance, thermal values and sound transmission
should be considered .
The "ultimate cost" of a particular building material because of
maintenance should be considered as well as the initial cost. The high initial
cost of a particular material may be balanced by its low maintenance cost .
Lloyd Malmberg reported on the reactions of village businessmen to
the proposed library. Of the 40 men contacted, only two had heard that a
library was being considered. None were aware of the taxes already being
paid for present library service. All felt the need for the library but questioned
about the cost.. None of the businessmen felt that a library would improve the
business climate. They had no suggestions for library services. Two of the
40 contacted were not favorable to a library.
Most felt that community education and widespread publicity were
essential to a library campaign. The bank registered a vary favorable reaction
and offered it meeting facilities to the commission.
Rolly Billings reported on his contacts with school librarians. All the
librarians offered to speak at meetings to sell the idea of a library to the
community.

September 9, the commission will met with the Park Board to discuss
the property recommended for the library.
The commission began a discussion of its report to the village
council . It was suggested that the following be included in the report.
1. Recommendations on size and cost of the building.
2. A summary of the activities of the commission.
3. A map of the village showing proposed location.
4. Drawings of the building.
In order to begin writing the report, the commission broke the
report into sections and assigned them to commission members.
Mr. Billings will prepare a general introduction including a discussion
of the commission background, the needs of the community and the county
library organization inregard to cost and taxes.
Mrs. Roisum will summarize the commission's survey of local libraries
listing their advantages and disadvantages in relation to Brooklyn Center.
Mr. Pierce will prepare the section on the reasons for the suggested location
and the type of building proposed. Mr. Gunderson and Mr. Malmberg will
prepare. a section on the survey of community sentiment. Mr. Hannay will
prepare the section on recommendations for the financing of the library. The
next meeting of the commission is set for August 27.
