EDA RESOLUTION NO. 2000 -14
introduced the following resolution and
RESOLUTION REGARDING THE SALE OF LAND LOCATED AT 5900 EMERSON
AVENUE NORTH BY THE ECONOMIC DEVELOPMENT AUTHORITY IN AND FOR
THE CITY OF BROOKLYN CENTER AND AUTHORIZING THE EDA EXECUTIVE
DIRECTOR TO NEGOTIATE A PURCHASE AGREEMENT FOR THE SALE OF SUCH
LAND
WHEREAS, the Economic Development Authority in and for the City of Brooklyn
Center (EDA) has authorized pursuant to Minnesota Statutes, Section 469.012, Subdivision 7 within
its area of operation, and without the adoption of an urban renewal plan, to acquire real property,
demolish the buildings and improvements thereon and sell such property in accordance with
Minnesota Statutes Section 469.029, as long as the buildings on such real property are substandard;
and
WHEREAS, the EDA has determined that the building located on the property
described below was dilapidated and obsolescent and the clearance thereof was in the best interests
of the public health and welfare of the City of Brooklyn Center; and
WHEREAS, the EDA purchased and acquired that tract of land legally described as
Lot 9 Block 1, Andrew Rocks Addition, PID 02- 118 -21 -22 -0009 (5900 Emerson Avenue North) (the
Property); and
WHEREAS, the EDA solicited proposals for the development of the property
pursuant to an advertisement for sale of the property in the official newspaper of the City and
specifications for construction of new single family house at 5900 Emerson Avenue North; and
property.
WHEREAS, the EDA has reviewed all proposals received for the development of the
NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority
in and for the City of Brooklyn Center, Minnesota as follows:
1. The EDA hereby finds and determines that it is in the best interests of the EDA
and the public health, safety and welfare of the community that the EDA sell the
property in accordance with Minnesota Statutes, Section 469.012, Subdivision 7,
and 469.029.
2. The EDA hereby finds and determines that the proposal for development of the
property received from Denmark Building and Development best meets the
criteria set forth in the specifications for construction of new single family house
at 5900 Emerson Avenue North.

3. The EDA Executive Director is hereby authorized to negotiate a purchase
agreement for the sale of the property to Denmark Building and Development for
$25,000 with the additional terms of such purchase agreement to be subject to the
further review and acceptance by the EDA.
4. The EDA will hold a public hearing on the sale of the property in accordance
with Minnesota Statutes, Section 469.029, on September 11, 2000 at its regular
scheduled meeting.

The motion for the adoption of the foregoing resolution was duly seconded by commissioner
Robert Peppe and upon vote being taken thereon, the following voted in favor thereof:
Myrna Kragness, Debra Hilstrom, Kay Tasman, Ed Nelson, and Robert Peppe;
and the following voted against the same: none;
whereupon said resolution was declared duly passed and adopted.
