Commissioner Debra Hilstrom introduced the following resolution and
moved its adoption:
EDA RESOLUTION NO. 96 -24
RESOLUTION REQUESTING HENNEPIN COUNTY HOUSING AND
REDEVELOPMENT AUTHORITY TO OPERATE THE MINNESOTA
HOUSING FINANCE AGENCY COMMUNITY FIX -UP FUND LOAN
PROGRAM IN THE CITY OF BROOKLYN CENTER
WHEREAS, the Community Fix -Up Fund is a loan program offered by the
Minnesota Housing Finance Agency (MHFA) to provide home rehabilitation and remodeling loans
to qualified single family through four -unit residential properties; and
WHEREAS, Hennepin County Housing and Redevelopment Authority has applied
to the MHFA to participate in the Community Fix -Up Fund and has offered to provide the
program in the city of Brooklyn Center; and
WHEREAS, the County Housing and Redevelopment Authority's participation in
the Community Fix -Up Fund would provide needed home rehabilitation funds to residents of the
city of Brooklyn Center; and
WHEREAS, in order for the Hennepin County Housing and Redevelopment
Authority to offer Brooklyn Center residents rehabilitation loans under the Community Fix -Up
Fund, the Brooklyn Center Economic Development Authority (EDA) must request that the
Hennepin County Housing and Redevelopment Authority operate the MHFA Community Fix -Up
Fund loan program within its boundaries and specifically targeting the city's southeast
neighborhood; and
WHEREAS, based on the current waiting list for the Community Development
Block Grant loan program, it appears the city's southeast neighborhood has a significant need for
home rehabilitation funds; and
WHEREAS, the Brooklyn Center EDA supports Hennepin County Housing and
Redevelopment Authority's efforts in providing additional home rehabilitation opportunities to
Brooklyn Center residents in the city's southeast neighborhood.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority in and for the City of Brooklyn Center, Minnesota, as follows:
1. The EDA supports Hennepin County Housing and Redevelopment Authority's
application to the Minnesota Housing Finance Agency for the Community Fix
Up Fund program.
2. Hennepin County Housing and Redevelopment Authority is hereby requested
to operate the Community Fix -Up Fund loan program in the city of Brooklyn
Center and specifically the city's southeast neighborhood.

3. The boundaries of the southeast neighborhood in the city of Brooklyn Center
are: 53rd Avenue North on the south; Shingle Creek on the west; I -94/I -694
on the north; and the Mississippi River on the east.

The motion for the adoption of the foregoing resolution was duly seconded by commissioner
Charles Nichols and upon vote being taken thereon, the following voted in
favor thereof:
Myrna Kragness, Kathleen Carmody, Debra Hilstrom, Kristen Mann, and Charles Nichols;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
