HomeMy WebLinkAbout1963 06-05 IDCMMinutes of the Proceedings of the Industrial Development Commission of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota 0 June 5, 1963 The June 5fh meeting of the industrial Development Commission was called to order by Chairman, Edwin Burt at 8:05 P.M. Roll Call: Edwin Burt, Marshall Jacobson, Harry Johnson, Dal las Lawrence, Wayne Lubrecht, Ernee NtArthurm, Robert Oslund, Earl Rydberg, Earl Simons It was necessary *that Frank Kampmeyer, Wi l I iam Legler, and Roger Machme ier be absent this evening, so formal consent was given. Motion by Robert Oslund, and seconded by Harry Johnson to amend the May 7th motion to read: Motion by Robert Oslund, and seconded by Dallas Lawrence that they were not in *a favor of an Industrial Development Corporation In Brooklyn Center at the present time. Notion Carr led. Notion by Robert Oslund, and seconded by Harry Johnson that discussion in regard to an Industrial Development Comporation be tabled. Motion carried, Motion by Earl Simons, and seconded by Dallas Lawrence to correct the May 7fh minutes to read: The Welcoming Committee reported they had called on three new business establishments. t the previous minutes read two) Motion by Robert Os l und, and seconded by Earl Rydberg to approve the . minutes of the May 7th meeting as amended and recorded. Motion carried. Chairman, Edwin Burt, Reported on his discussion with Dr. Hooker, University of Minnesota, in regard to Dr. Hookerts field study on taxation, which includes the bonding power as It relates to schools in this Brooklyn Center area. This projection might be included in a report to the Council, which might help to pinpoint the future tax load. It was the feeling of the Commission that Mr. Burt should ask°Dr. Hooker to appear at a future Commission meeting. Edwin Burt and Ernee Me Arthur discussed with the Commission their meeting with the Counc i 1, Planning Commission Chairman, and Park Board Chairman, in regard to a pd~kibie Capital Long Range Improvement Committee for Brooklyn Center. Notion by Gallas Lawrence, and seconded by Harry Johnson that railroad trackage (to the Earle avows Farm area) be added to the Items under study. Motion carried. Notion by Earl Rydberg, and seconded by Dallas Lawrence that a Capital Long Range Improvement Committee consist of the following: 1. Council Representative 2. Planning Commission Representative 3. Industrial Development Commission Representative 4. Administrator 5. Library Committee Chairman 6. Park Board Chairman 7. Planning Consultant 8. Finance Officer Motion carried. Y - 2-M r" ""The following items were discussed in regard to a Capital Long Range Improvement Committee; I, Other than the make up of the Committee theare are two considerations- the list of items for consideration- ability to finance. 2. Due to the high mi 1 I rate now in Brooklyn Center, the need to begLn with ability to finance / before the list of items for consideration. 3. Caution in regard to a program popular withfpeople, but overburdening the Tillage tax-wise. 4. The need for a study of current operation costs, and a five year projection. 5. Suggested items for consideration might fall in the following categories: Buildings 9. Park and Recreation, Drainage, Water Treatment Plan~, 5tree fs-ckwa11 , Equipment.- Earl Rydberg presented the report from the regard to the following: 1. To make available to all prosopective pointing up the advantage of locating Center. 2. To record the prospects name, address, future follow up by the Commission. Fact Finding Committee in businesses desirable informatloi in the Village of Brooklyn and telephone number for • Nbtion by Dallas Lawrence, and seconded by Harry Johnson that we recommend to the Counc i i that a card be q epared, and be completed when prospects visit the village offices, which would include the #K*m firm name, address, telephone number, party to contact, and remarks. These completed cards would then be referred to the Commission for follow-up. Notion carried. The Commission expressed their desire to concentrate on development of the property in the area of the Soo Line Trackage. Notion by Wayne Lubrecht, and seconded by Earl Rydberg to refer the first item of Earl Rydberg1s Committee report (to make available to all prospective businesses desirable information on pointing up the advantages of locating in the Village of BrookeVn Center*) to the Pub lisity Commitfee, for purposes of consideration of a brochure. This brochure would be geared to the promotion of the Soo Line trackage area. Motion carried. Not ion by Dal l a$ Lawrence, and seconded by Wayne Lubrecht to accept the Analysis of Sign Ordinance Comments, as submitted by the Industrial Climate Study Committee. Notion learried. Contact Committee reported that the machine shop from the Camden area has moved in the Dallas Holm project. Publicity Committee called to the attention of the Commission, the article that appeared in the Brooklyn Center Press following our May meeting, and another will be submitted following this meeting. Notion by Dallas Lawrence, and seconded by Ernee McArthur that the meeting be adjourned. Notion carried. The meeting was adjourned at 10;15 P.M.
