Development Commission of the Village of
Brooklyn Center in the County of Hennepin
and State of Minnesota
December 3, 1963
The December 3rd meeting of the Industrial Development Commission
was called to order by Chairman, Edwin Burt at 8:00 P. M.
Roll Call: Edwin Burt, Frank Kampmeyer, Dallas Lawrence,
Wayne Lubrecht, Ernee McArthur, Roger Machmeier,
Robert Oslund, Earl Rydberg, Earl Simons.
It was necessary that William Legler and Harry Johnson be absent
this evening, so formal consent was given.
Motion by Earl Simons, and seconded by Wayne Lubrecht to approve
the minutes of the November 5th meeting as recorded. Motion carried,
It was called to the member's attention that the question of variances
on the Soo Line property would be brought before the Planning Commission
at their meeting on Thursday nite, December 5:h. Commission members
were urged to attend this meeting.
Earl Rydberg, Brochure Committee Chairman, reported on the committee
meeting with Mr. Jack Wilson of Northern States Power, in regard to the
COMMUNITY FACT SURVEY. The survey was reviewed, and additions and
corrections were made. The survey is presently in the mat stage; copies
should be available in approximately ten days.
Northern States Power would make available two types of lists
(native sons - 500 largest companies in the county) for use by the
Commission in publicizing our brochure.
Phil Cohen discussed the need for a Planning - Industrial Development
coordinator. After much d! scussion in rega.d to the need for such a
coordinator and this person's specific duties, the Chairman appointed the
following committee to study and report back information to the commission..

The Contact Committee reported on the development of the Soo Line
property, Ford Motor, and Bridgemen Ice Cream,
Earl Simons, Tax Base Committee Chairman, presented copies of the
Tax Base Study and discussed the report, Surrounding municipalities were
contacted and the following assessed valuation comparison was noted;

It was called to the members attention, the real plus factor Brooklyn
Center has in the procedure of handling special assessments. This should
be taken into consideration when comparing community figures.
Copies of an inr'ormation report prepared by T.G. Evensen & Associates,
Inc. (Bonding Consultant) were presented to Commission members. This
report was prepared primarily for two reasons:
1. To better and more fully inform the rating agencies as to
the past, present and estimated future financial status
of the village.
2. To provide municipal officials with material which they may
find useful in the performance of their duties.
• Motion by 'Wayne Lubrecht, and seconded by Robert 4slund that the
meeting be adjourned. The meeting was adjourned at 10:15 P. M.
The next regular meeting will be held on January 7th at 8:00 P. M.
