To the Honorable Mayor and Village Council:
We are pleased to submit the Annual Report of the
Industrial Development Commission of the Village of Brooklyn
Center.
Members of the Commission in April were:
Roy Brock, Jay Bush, James Grant, Arthur Gustafson,
Thomas J. Harty, Raymund Johnson, William Legler,
Donald Mason, Ernee McArthur, Robert Oslund,
Earl Rydberg, Robert Sidlo, Carl Sandstrom,
William Williams
Robert Sidlo resigned in November. Vern Lindstrom was
appointed in December replacing Bill Hanson. Robert Oslund
resigned in January.
. Officers elected were Jay Bush, Chairman; Earl Rydberg,
Vice Chairman; Ernee McArthur, Secretary.
This report consists of our activities during the year,
including general comments.

0 ANNUAL REPORT
AREAS OF COOPERATION
Chamber of Commerce: Realizing the need to cooperate with the
Chamber of Commerce in the promotion of
Brooklyn Center, the President of the
Chamber was invited to speak at the April, 1965
Commission meeting, An outline of the
presentation is attached.
Minneapolis Gas Company: Commission members reviewed the Gas Companies
mapping program (land development inventory),
their approach to prospective businesses in the
metropolitan area and further discussed planning
goals in Brooklyn Center,
NEW PROPOSALS :
Chrysler Corporation
Application In June information regarding the Chrysler
Corporation application was furnished the Commission.
In a special meeting on June 24th and subsequent
meetings the Chrysler Application was discussed;
members attended meetings relating to this applic-
ation and were in continual contact with Chrysler.
The attached Resolution adopted by the Commission
was introduced at public hearings held on this
application. As is stated in the resolution the
Commission favored this application and felt it
could be implemented with necessary guidelines
which the Council had the power to excerise.
It must be noted that action on this application
extended from June 1965 until January 1966 when
favorable action was taken by the Council.
Brochure December 29th, 10,000 Brooklyn Center brochures
were delivered to the Chamber of Commerce. This
culminated the efforts of the Commission that
began in June when an interim brochure was
formulated. This was a joint effort by the
Commission and the Chamber of Commerce with the
Chamber also accepting the financial burden of the
printing and mailing of the brochure to a selected
list. Included in the list were the regional
manufacturers, realtors and developers, former
prospects of the Commission during the past four
years (names we bear as prime prospects today),
finance instutions, as well as industrial realtors
in a portion of the ten most industralized states,
While the final results have not been evaluated,
a two per cent return is indicated.

COMMUNITY EDUCATION: The importance of a continuing program enlightening
the residents of the community on the importance of
industry and its impact, the Comission participated
in the communities 4th of July Celebration by pre-
senting a display THE YEAR THAT WAS past years
development; and THE YEAR APIAD-which called to
their attention development planned for the future.
The display included photographs of new businesses
and a resume of their services, as well as mock-
ups on future developments. Also taken was a
survey, a copy of which is attached.
9th Annual Industrial
Clinic Attached is a report on the annual clinic sponsored
by the Minnesota Department of Business Development
in cooperation with the Minneapolis Chamber of
Commerce. This report indicates trends in indust-
rial development.
BUS TOUR: In November a bus tour of Brooklyn Center was schedul(
in cooperation with the Business Development Division
of the Chamber of Commerce. The Administrator,
serving as guide, reviewed the Comprehensive Plan
and physical lay-out of the land.
Read Siens It was called to the Commissions attention that the
Jaycees previously had a project of road signs
identifying Brooklyn Center. The problem at that
time was in placement of the signs, and from reports
received, this continues to be a problem, The
Commission is hopeful the two signs available can
be installed.
"Helping Hand"
Program: A letter and questionaire were mailed businessmen
in the area for purposes of lending a Help_i ¢ Hand
with any problems they have pertaining to their
businesses. This survey will also enable the
Commission to up-date its file on businesses in
Brooklyn Center. The deadline date for returning
the questionaires is April lot. Businesses not
returning the information sheet will be contacted.
PROJECTS SCHEDULED: 1. U-ndating Available Land Inventorv - A committee
is now in the process of establishing a format
for this compilation. This project will be
completed as soon as the Comprehensive Zoning
Map is adopted by the Council.
2. A eoneortod effort and progr&z to neat with lEzd
owners and assist them in development.
3. Congratulatory signs to be placed on sites of
new businesses locating in Brooklyn Center or
improving physical appearance.
4. Continuation of WELCOME PROGRAM to new businesses,

THE ROLE OF THE
COMMISSION: There being considerable discussion over the past
year in regard to the role of the Commission as
seen by the Council, the Mayor was invited to
speak at the February meeting on this subject.
The Commission is now participating in the
study committeeis evaluation of the Commissions
efforts.
COMMENTS ; While the past year has been an extremely difficult
one for the Commission to cope with due to the
11701" Program not being completed, and no activity
on the farm area, the future looks like one of
challenge and activity.
Retaining present industry and attracting new industry
continues to be a highly competitive field and
requires a concentrated effort by the total community.
This is especially called to our attention by the
many communities, including Minneapolis, that have
recently established Industrial Commissions and
budgets to publicize their area.
The study committee to evaluate the Commission has
not met at the writing of this Annual Report. It
is generally felt that their recommendations will
be of assistance to the Council in deciding the
role of the Commission in the future.
