HomeMy WebLinkAbout1984 11-15 EBFMMINUTES OF THE NOVEMBER 15 EARLE BROWN FARM COMMITTEE MEETING November 15, 1984 CALL TO ORDER The Earle Brown Farm Committee was called to order at 7:43 a.m. by Dr. Orn. ROLL CALL Dr. Orn, Gil Engdahl, Ron Christensen, Lowell Ainas, Sylvia Kenney, Warren Lindquist, Bill Eldridge and Leone Howe. Also present were City Manager Gerald Splinter, Planning Director Ron Warren, Program Director Kathy Flesher and Administrative Assistant Brad Hoffman. STAFF REVIEW Administrative Assistant Brad Hoffman reviewed the staff's initial thoughts on how a development of the Earle Broom Farm would be financed. He noted the primary emphasis would be placed upon use of a tax increment district. He further indicated that the money available to the City for the development of the site would be dependent on the type of development selected for the site. He briefly then reviewed tax increment districts and how the tax increment law works. He also indicated that part of the financing of the project would be from the sale of land to a developer. He indicated that it would probably be the City's intent to write the cost of the land down to make the development on the site more feasible. He then reviewed a third source of funds from the federal government. He noted that the Citv had Community Development Block Grant funds that could be used In the acquisition of the property. He explained that the staff was currently reviewing the possibility of using such funds and the requirements that would go along with the use of those funds. A discussion then ensued relative to the development of the farm buildings proper. It was the concensus of the group that a market analysis or feasibility study be conducted. It was also the consensus of the group that the study be broader in scope than just senior citizens. Dr. Orn indicated that he felt that office space could be made available to agencies serving the elderly such as Northwest Human Services, Red Cross and so forth. Lowell Ainas indicated that he felt a veteran's office could be located within the buildincs. Warren Lindquist also indicated he felt that whatever the development it should serve as a drawing card that would help local businesses. Ron Christensen recommended that consideration be given for a moderate sized veteran's center. Following a lengthy discussion there was a motion by Pon Christensen and seconded by Bill Eldridge recommending that a broad based feasibility study for the develop- ment of the Earle Brown Farm be conducted. The motion passed unanimously. OTHER BUSINESS Leone Howe provided each of the members with a map of the original farm layout. The Committee reviewed the,map and suggested that it be used in conjunction with any consideration being given to the development. ' ADJOURNMENT There was a motion by Bill Eldridge and seconded by Ron Christensen to adjourn the meeting. The motion passed unanimously and the meeting was adjourned at 9:38 a.m.
