HomeMy WebLinkAbout1985 09-06 EBFMMINUTES OF THE SEPTEMBER 6, 1985 ' EARLE BROWN FARM COMMITTEE MEETING ' CALL TO ORDER The meeting was called to order at 7:30 a.m. ' ROLL CALL Dr. Orn, Warren Lindquist, Sylvia Kenney, Leone Howe, Don Petersen, Ron Christensen, and Gil Engdahl. Also present were City Manager Gerald Splinter, Council-member Gene Lohtka, Director of Public Works Sy Knapp, Director of Planning ' and Inspections Ron Warren, Program Supervisor Kathy Flesher, Administrative Assistant Brad Hoffman and Clerk Patti Page. ' DISCUSSION City Manager Gerald Splinter began the discussion by stating that Congress is trying to change the laws regarding IRB's. Congress wants to make them taxable. He also ' stated that it is the City Attorney's opinion that if the City/HRA wants to play it safe we (City/HRA) must sell the IRB's by December 31, 1985. Staff feels the City/HRA has 3 options; the first being to wait and gamble that the change will not occur; second, have a partial sale of IRB's; or third, a combination where the City would sell and have a recall a year later. Discussion continued regarding the sale of IRB's. ' TRAFFIC SURVEY Director of Public Works Sy Knapp stated that the problem area would most likely be Summit Drive at Shingle Creek Parkway. According to the study the traffic levels would be at Level D (acceptable) or Level E (liveable but not happy). The major ' hangup would be the right turn traffic off Summit onto Shingle Creek Parkway leading to eastbound 94. ' LAND CONTROL Discussion continued regarding whether the City/HRA should purchase Texas Air, giving the City/HRA total control of the project except for Ryan's land. The ' City/HRA has 3 options open right now. The first being to develop without Texas Air and risk what type of development goes in later on; second, a partial acquisition of property north of utility easements; or third, total acquisition and control of property. ■ ZONING Administrative Assistant Brad Hoffman stated that anything we do will involve some ' changes to the zoning ordinance to allow us to legally sell the housing bonds. POSSIBLE DEVELOPMENT ' City Manager Gerald Splinter stated that the traffic survey results and the acquisition of Texas Air would dictate the size building that Ryan could build. He explained that with total acquisition of Texas Air property, Ryan would be able to construct a 170,000 square foot office building; with partial or no acquisition, ' Ryan would be limited to 130,000 square feet due to the number of peak hour trips allotted to Texas Air. ' DISCUSSION City Manager Gerald Splinter stated that if we acquire Texas Air then Lombard would purchase the office building from the City/HRA for $150,000 - $200,000. He also stated that if Ryan were to start immediately the City /HRA would see a return of ' $258,000 per year on a 130,000 square foot building and a return of $345,000 per year on a 170,000 square foot buidling. ' Administrative Assistant Brad Hoffman stated that as of August 30, 1985 we owned the Farm. ' Dr. Orn asked the committee if they were ready to recommend acquisition of Texas Air to the Council. City Manager Gerald Splinter stated that staff did not want a decision until the committee was comfortable with the decision. ' The question was raised as to what type of development Lombard would put on Texas Air property. City Manager Gerald Splinter stated that it would be an elderly limited care facility. ' Warren Lindquist stated he felt the City/HRA had lost some flexibility because of Target and the traffic problem. Administrative Assistant Brad Hoffman stated that ' the City/HRA has reserved a generous amount of peak hour trips for the farm. There was a motion by Leone Howe and seconded by Warren Lindquist to approve the concept of control of the Texas Air property and Ryan development. Gene Lhotka abstained from the vote and the motion carried. It was decided to schedule the next meeting for September 12, 1985 at 7:30 a.m. , Administrative Assistant Brad Hoffman passed out a brochure regarding the Amana Barn Restaurant located in Amana Colonies. Warren Lindquist stated that the architect for this project is from Minneapolis. Warren Lindquist noted this might , be a neat idea for the barn. Leone Howe suggest it could be call The Homestead or Earle Brown Homestead. ' ADJOURNMENT There was a motion by Don Peterson and seconded by Leone Howe to adjourn the meeting. The meeting adjourned at 9:10 a.m. ' 1
