HomeMy WebLinkAbout1985 10-03 EBFMMINUTES OF THE OCTOBER 3, 1985 EARLE BROWN FARM COMMITTEE MEETING CALL TO ORDER Dr. Orn called the Earle Brown Farm Committee meeting to order at 7:35 a.m. ROLL CALL Dr. Orn, Warren Lindquist, Sylvia Kenney, Donald Peterson, Ron Christensen, Lowell Ainas, Gil Engdahl, Ed Eide, and Phil Cohen. Also present were City Manager Gerald Splinter, Director of Public Works Sy Knapp, Director of Planning and Inspections Ron Warren, Program Director Kathy Flesher, Administrative Assistants Brad Hoffman and Geralyn Barone and Clerk Patti Page. City Manager Splinter briefly reviewed the proposed bond issue. He stated that the staff would like to sell $7 million in bonds. This amount would cover everything including the restoration of the red buildings. This would also cover the area wide improvements such as landscaping, lighting and boulevard improvements. REVIEW OF TRAFFIC ANALYSIS City Manager Splinter birefly reviewed the traffic analysis and stated that Ryan does not agree with the City's traffic figures. According to Ryan, in large office parks, the peak hours flatten out. It is the staff's position that if Ryan can prove that the City's figures are wrong the staff will be willing to negotiate Ryan's 2nd phase. GENERAL DISCUSSION The memorandum of September 30, 1985 was birefly reviewed. City Manager Splinter stated that with Ryan and Target the City can easily handle $7 million in bond money. If the Beisner retail and residential are added the tax increment district shrinks below the year 2002. City Manager Splinter then reviewed the differences between the $3.8 million and $7 million bond issue. Administrative Assistant Hoffman reviewed where the City is with Ryan. - Right now Ryan has agreed to build 120,000 square feet of office space - Ryan would like traffic credits not used by residential - A resolution calling for a public hearing will be presented to the Council on Monday evening. By "tied up" the City means Ryan's signature on an agreement. Ryan will also have to pay the $90,000 application fee. There was a motion by Ed Eide and seconded by Don Peterson to approve the recommendation concerning 2 bonding alternatives. The motion passed. Phil Cohen stated that it would probably be cheaper to build new buildings than to restore the old buildings. City Manager Splinter agreed with Phil Cohen's statement and added that the City has discussed replicating some of the building with the Historical Society. Administrative Assistant Hoffman noted that the Historical Society will not allow a total tear down and replication, however, they would most likely go along with 1 or 2 buildings being replicated. 10-3-85 _1_ Phil Cohen asked when there would be information available regarding the Farm , buildings. Administrative Assistant Hoffman replied that the structural analysis= should be done towards the end of the month. . Phil Cohen suggested that the previous motion should be amended to ask the Council to , hold a public hearing for the purpose of informing the public of the cost of rehabilitation for the Red buildings. It was noted that Ed Eide, who had initiated the motion, had left the meeting. ' After some discussion regarding the motion Phil Cohen moved and Lowell Ainas seconded a motion to amend the original motion to include a full disclosure public ' hearing. The motion passed. Administrative Assistant Hoffman stated that at the Council meeting Monday evening ' a resolution would be put before the Council authorizing the HRA and the Council to enter into a negotiations agreement with Beisner. Administrative Assistant Hoffman stated that we have two alternatives regarding the purchase of the Texas Air property. The City buy Texas Air directly and then sell a portion back to Beisner or have Beisner buy the property which would give him control. ' Dr. Orn noted that Beisner seems to have a good relationship with Texas Air so he may get a better price. Phil Cohen asked if we will be forced to take Texas Air by condemnation. City ' Manager Splinter said no however, Administrative Assistant Hoffman added that if Beisner buys Texas Air and won't settle with the City on a contract, we may have to ' condemn. City Manager Splinter stated that the next meeting would be on October 17, 1985• He , added that the City may have the structural analysis by that time. Kathy Flesher briefly reviewed a meeting she had attended and passed out a leaflet pertaining to 3 tours for senior housing options. ' ADJOURNMENT The meeting adjourned at 8:40 a.m. 1 10-3- 85 -2-
