EARLE BROWN FARM COMMITTEE MEETING
CALL TO ORDER
Dr. Orn called the Earle Brown Farm Committee to order at 7:40 a.m.
ROLL CALL
Dr. Orn, Ron Christensen, Warren Lindquist, Sylvia Kenney, Bill Eldridge, Gil
Engdahl, Leone Howe, and Ed Eide. Also present were City Manager Gerald Splinter,
Administrative Assistant Geralyn Barone and Clerk Patti Page.
City Manager Splinter noted that Administrative Assistant Brad Hoffman was out ill
and would not be attending today's meeting.
APPROVAL OF MINUTES - 9-6-85 AND 9-12-85
There was T -motion by Ed Eide and seconded by Sylvia Kenney to approve the minutes of
the September 6, 1985 and September 12, 1985 meetings as submitted. The motion
' passed.
Dr. Orn noted that a memo which summarized the bond issue had been received. He
' stated that the committee's job today was to make a recommendation to the Council
regarding the bonding.
' City Manager Splinter stated that our bond consultant will be running two (2)
scenarios. The first scenario will be a partial issue with a call feature. This
money would finance the acquisition of the farm and Texas Air property; pay for legal
and administrative fees and also minor repairs on the Farm buildings but no
' restoration. This bond issue would be for $3.5 to $4 million. The second scenario
would be a total issue which would cover the previously mentioned items but would
also include restoration instead of repairs.
City Manager Splinter stated that Ryan has considerable interest in putting up an
office building. He also stated that Ryan's traffic consultant feels that our
' estimates were very high and cites that in big office parks there are no set peak
hours because of staggered work shifts.
City Manager Splinter noted that Ryan would like to construct two buildings,
however, the City is not comfortable with the second building due to the traffic
analysis results.
' Dr. Orn asked how large the second building would be. City Manager Splinter stated
that the City is looking at approximately 100,000 square feet but that Ryan is
leaning more towards 300,000 square feet.
' City Manager Splinter stated that Ryan is also talking about building a parking lot
or ramp using some the farm property.
Staff members Ron Warren and Sy Knapp arrived at 7:50 a.m.
Leone Howe asked what the City Council's reaction was. City Manager Splinter
replied that they reacted very favorably concerning the concept.
Dr. Orn noted that if Ryan put in a larger development it would shorten the tax

increment district. City Manager Splinter agreed and stated that right now we are f^'
looking at 12 - 15 years for the tax increment district but if the City were to add
Ryan, the Beisner commercial and residential, we could be looking at 10 years or
less. He also added that the sooner everything gets started the quicker it will '
shorten the district.
Ron Christensen asked at what point we would use the call feature. City Manager '
Splinter replied that our consultant is recommending 7 - 10 years so that the City is
not hurt financially. He also stated that the more we bond for this year is to the
City's benefit.
City Manager Splinter stated that the staff will be meeting with Ryan on Monday and '
with the bond consultant about mid-week.
City Manager Splinter stated that RFP's regarding Elderly Needs were sent out on '
September 20, 1985. He added that staff would like to form an interview panel to
select the consultant. He also stated that the City Council approved funds for the ,
consultant.
Ron Christensen asked how the City Council felt about the Texas Air property. City
Manager Splinter replied that the City Council is interested in buying the property ,
and that we will deal with Texas Air ourselves or have Beisner do it for us.
Dr. Orn asked if there was anyone with a strong interest in being on the interview ,
panel. Leone Howe and Warren Lindquist both indicated an interest to be on the
panel. Dr. Orn appointed Leone Howe and Warren Lindquist to the interview panel.
City Manager Splinter stated that the price and quality may vary greatly with each ,
consultant.
GENERAL DISCUSSION '
Gil Engdahl asked whether the Ramada Hotel will affect the traffic problem. City
Manager Splinter stated that the Ramada situation had been taken into
consideration. '
Dr. Orn asked if the consultant will be looking at the proposed Beisner residential
and City Manager Splinter replied affirmatively. Dr. Orn then questioned whether
Beisner would prefer to have programs in his buildings or on the Farm. City Manager
Splinter stated that most likely Beisner would prefer them to be on the Farm because
people outside Beisner's development would feel excluded if the services were in
Beisner's building.
City Manager Splinter stated that a consultant has been hired to perform a
structural analysis. He also pointed out that the City will need this analysis no ,
matter what is done with the farm.
Dr. Orn asked if any work has been done yet. City Manager Splinter stated that the
City took one person off the project but that another firm has been hired and is '
working on the analysis right now.
Dr. Orn stated that the responsibilities of the committee have expanded because of I
the financial and land control issues.
Ron Christensen asked if there was any time frame set up for acquiring the Texas Air

property. City Manager Splinter stated that Brad is in control of that and knows
more about the time frame.
Dr. Orn stated that the next committee meeting would be on Thursday, October 3, 1985
at 7:30 a.m.
